Position Summary

The Program Analyst will primarily support the USAID, Bureau for Global Health Office of HIV/AIDS (OHA), Strategic Information, Evaluation, and Informatics (SIEI) Division as a Credence Institutional Support Contractor (ISC).

USAID is at the forefront of the U.S. Government (USG) response in the fight against HIV/AIDS. USAID is a key partner in the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and works closely with other USG agencies on this multi-billion-dollar initiative in developing countries around the world.

The Bureau for Global Health Office of HIV/AIDS (OHA) is the center of HIV technical leadership for the Agency with primary responsibility for the Agency’s HIV programs. OHA provides strategic guidance, technical leadership, and support to country programs, including providing direction on allocating financial and human resources and providing technical assistance on design, implementation, and monitoring of HIV programs.

The Strategic Information, Evaluation, and Informatics Division (GH/OHA/SIEI) provides strategic direction, technical leadership, and support to OHA and USAID missions in managing and utilizing data and data systems. The SIEI Division advances data science and infrastructure leading to smarter decision-making, improved USAID programs, and ultimately better health outcomes for beneficiaries.
GH/OHA/SIEI is composed of four Branches - Health Informatics, Evaluation, Expenditure Analysis, and Strategic Information. The Strategic Information Branch (GH/OHA/SIEl/SI) provides technical expertise to support and promote data-informed decision making, through program monitoring, reporting and analysis to achieve HIV epidemic control.

The Branch supports headquarters and missions by strengthening capacity for program monitoring and surveillance to improve HIV programs and to provide accountability, oversight and management of programs and partners.

The Program Analyst works closely on a day-to-day basis with the SI Branch Chief in the Strategic Information, Evaluation, and Informatics Division.

Salary Range:

Full salary range for this position is $78,780 to $124,540 per year, with the starting salary determined based on candidate’s knowledge, skills, experience, as well as budget availability.

Responsibilities include, but are not limited to the duties listed below:

Specific technical duties may include:

  • Assist in development of technical and program documents, such as quarterly data reviews, annual work plans, action memos, talking points, and technical presentations.
  • Assist SI staff in supporting country staff; travel to USAID Missions as necessary; track, coordinate, and report on country support; and
  • Coordinate, organize, and liaise with members of working groups, USAID Missions, and other USG agencies in support of program implementation.
  • Assist in development, review, and analysis of program technical updates.
  • Provide administrative and communications support to the SI leadership team and SI Branch team members.
  • Assist with the development and implementation of effective knowledge management practices.

Illustrative examples of possible tasks include:

Program Coordination and Monitoring
  • Support Technical Advisors and Agreement/Contracting Officer’s Representatives (AORs/CORs) to coordinate and manage project(s), including participation on the project management team.
  • Review, discuss, and consult with Technical Advisors and AOR/CORs regarding the approval of work plans, budgets, and activities.
  • Coordinate oversight, management, and maintenance of the program and project files.
  • Assist AOR/COR and Technical Advisors in compiling appropriate financial documentation to ensure timely award and sub-award approvals, and budget obligations.
  • Compile and analyze programmatic, technical, and budgetary data for the team’s project(s) and activities, and organize data for use in briefings, publications, reports, and decision making.
  • Coordinate communications and meetings, including note taking.
  • Assist in responding to inquiries from inside and outside of USAID.
  • Assist with information and document gathering for program activity planning, implementation, research, monitoring and evaluation from within OHA and from other USAID offices, bureaus, field Missions, cooperating agencies and international normative bodies; and
  • Assist with development of program planning activities such as Country Operational Plan (COP) and other HQ planning.
Technical Support
  • Attend OHA technical cluster meetings, as needed
  • Support OHA colleagues in the routine review of data for specific technical areas
  • Perform routine and ad hoc data collection and analysis of data as needed.
  • Identify discrepancies in data collection and assist with resolving any contradictory data.
  • Support PEPFAR and/or USAID country teams in a technical support role as needed.
Quantitative Data & Analytics
  • Perform varied data tasks, including routine data management functions, identifying, and retrieving data points in response to specific analytic questions and creating data visuals for internal and external use, as requested, with tight turnaround times.
  • Assist with the development of team presentations including synthesized analysis products using Excel, Google sheets, Panorama and/or other statistical or data visualization software.
  • Research, plan, analyze, and organize technical and/or statistical information, and develop data for use in briefings, publications, and reports; and
  • Draft clear and succinct written summaries and/or Google or PowerPoint slide decks to aid data interpretation.
  • Support efforts in data capacity building for the Office of HIV/AIDS and USAID Missions, including scheduling meetings, handling logistics, assisting with presentation content, etc.
Communications/Knowledge Management
  • Support Division- and/or Branch-related communications to USAID Missions, including development and distribution of monthly newsletter and other relevant guidance.
  • Assist in development of technical updates and other technical/policy communication to USAID Missions including documents, presentations tools, report templates, trackers, and best practice documents, as needed.
  • Develop talking points, information briefs (e.g., one-pagers), and presentation materials as needed and ensure proper housing of such materials and all team materials within Google drive.
  • Respond to Mission requests and help coordinate country requests for TA and provide support, as appropriate. Follow up to ensure completion of requests; and
  • Participate in cross-agency and interagency forums related to the work of the assigned division and/or branch.
Graphic Design and Communications
  • Assist with developing concepts, graphics, and layouts for communication products.
  • Assist with conceptualizing visuals based on requirements and creating images and layouts.
  • Support Branch-related communications to USAID Missions and HQ, including development and distribution of monthly newsletter and other relevant guidance.
  • Assist in development of technical updates, briefs, and other communications.
Administrative Support
  • Schedule team meetings and events; Support team with general logistics/support; maintain team calendar, set-ups for hybrid meetings and logistics.
  • Provide administrative support for hiring actions, onboarding of new staff, taskers, coordinating travel and technical assistance requests, and other actions, as needed.
  • Manage Branch documents within Google drive, internal website, and listservs
  • Document minutes/notes of regular SI Branch meetings, or other internal and external stakeholder meetings, as required.
  • Performs other duties as assigned.

Education, Requirements and Qualifications:

  • Master’s degree and 4 years, Bachelor’s and 6 years, Associate’s and 8 years, or High School and 10 years of professional experience
  • US Citizenship or US Permanent Residency with the ability to obtain and maintain a Facility Access clearance is required. For Permanent Residents, this means having resided in the US for at least 3 of the past 5 years.
  • A demonstrated general interest in international development and global health, and in particular demonstrated interest to HIV/AIDS, strategic information, and data analytics
  • Demonstrated experience in management and analysis of programmatic data streams, development of reports and data visualizations, and contribution to design and development of data management systems.
  • Excellent quantitative, analysis, and organizational skills with strong attention to detail.
  • Strong analytical capabilities and oral and written communications skills with ability to read, analyze, and interpret general and technical documents, and effectively present information and respond to questions from managers, technical staff, leadership, and implementing partners.
  • Strong interpersonal skills and ability to work as part of a cross cultural team.
  • Demonstrated ability to be assertive in managing processes and deadlines, while building constructive and effective relationships with colleagues from a wide variety of backgrounds.
  • Comfortable working both independently and collaboratively.

  • Advanced proficiency in the use of Microsoft Office with an emphasis on Excel spreadsheet skills, PowerPoint, Internet, and Gmail, along with all Google applications.
  • Ability to travel internationally and/or domestically approximately 10-15%, as needed.
