Responsibilities

Basic Purpose
Conducts various regulatory cost of service, pricing and analysis efforts on behalf of either the regulatory department and/or other areas within the organization. Collaborates with cross-functional teams and contributes to various aspects of energy analysis and the regulatory process in Nevada.
Applies experience and principles, theories and concepts to understand and resolve pricing, financial, economic, regulatory or legislative issues facing the Company. Leads decision making issues related to cost of service, pricing and regulatory proposals that drive Company policy and revenue.
Performs work on special projects and/or multidisciplinary and interdepartmental projects. Develops expertise on a wide range of pricing, economic and regulatory issues building credible and respectful relationships internally, with regulators and customers.

Serves as a subject matter expert both within the team and externally, when needed, while also providing direction and technical assistance to less experienced team members.

Essential Duties and Responsibilities
Develops and reports results and recommendations of research studies that meet internal and external stakeholder needs.
  • Analyzes, interprets and reports on qualitative and/or quantitatively based regulatory cost of service, pricing and other projects.
  • Leads problem solving, modeling and other analytical initiatives with the team's senior staff and internal stakeholders.
  • Provides guidance, modeling and other analytical support to the unit's junior staff and both internal and external stakeholders.

Leads the administration of regulatory cost of service, pricing and economic analysis projects to ensure successful outcomes, including, when applicable, the coordination with outside consultant participation. Leads the implementation of new research projects, Company proposals, applications and procedures based on corporate planning, strategies, and emerging regulatory developments.

Provides analytically based proposals for state and federal regulatory proceedings. Responds to ad-hoc data requests from internal and external customers, including State regulatory agencies, and other inquiries as assigned supporting the Company’s internally developed proposals and external regulatory filings.

Communicates project results and recommendations through written and/or verbal reports and presentations to both regulatory audiences as well as to higher level Company management.
Coordinates cross-department information inputs and outputs, including serving as a subject matter expert supporting technical and policy aspects of Company filings through written and oral testimony to be presented before regulatory bodies.

Provides quality review, tracking of deliverables and coordination with internal and external customers to improve the quality, common understanding and utilization of business information.

Ensures all compliance aspects of position are known and followed; understands and complies with all policies, codes and regulations applicable to position and company.

Performs related duties as assigned.

Requirements

Essential Education, Skills, and Environment

Education and Work Experience

Bachelor’s degree from an accredited school in engineering, economics, business or related field and 6 or more years of related experience.

Candidates that do not possess a bachelor’s degree must have a minimum of 10 years of related work experience.

Specialized Knowledge and Skills

Demonstrated knowledge of:

  • Utility industry, regulatory theory, and quantitative modeling.
  • Utilization of various modeling, analytical, statistical, monitoring, or reporting software standard to the profession.

Demonstrated skill such as:

  • Planning, time management, verbal and written communication, decision making, presentation, organization, and interpersonal skills.
  • Managing interdepartmental projects, interacting with other departments’ expert witnesses and interveners in regulatory proceedings.
  • Developing and maintaining effective relationships with internal and external customers.
  • Leading less experienced team members.

Compensation

Annual Salary: $100,700 (Min) to $118,400 (Mid); Up to 15% Short Term Incentive Plan target opportunity at the discretion of the company. This is a non-represented position.
