This position serves as the financial manager for the agency and lead a number of other initiatives. Primarily manages the agency’s budget, including preparing the annual budget and quarterly reviews for submission to the county’s central budget office.Monitors the budget throughout the fiscal year to ensure financial integrity; and performing regular reconciliations reviews. In addition, this position will oversee the department’s procurement process to ensure compliance with county policies and that expenditures are appropriate and within the budget.
Other duties include serving as the agency’s equity lead and developing OPA’s annual equity plan. Provides direction and guidance on strategic planning and analysis, including the development of performance measures. Tracks mandatory training completed by agency staff; and providing strategic review and analysis of programs and services as needed.
Responsibilities include:
+ Analyzes agency budget requirements, trends and future needs in order to prepare the annual budget in accordance with county guidelines;+ Manages the budget process for the agency, including the collection of performance data;
+ Monitors the budget regularly to ensure expenditures remain within appropriations;
+ Prepares Third Quarter and Carryover Review submissions in a timely manner and in accordance with county guidelines;
+ Oversees the agency's procurement process;
+ Reviews and approves shopping carts and purchase orders;
+ Serves as procurement card manager to ensure its use is in accordance with county policy;
+ Performs financial reconciliations, including the required monthly reconciliation of the agency's budget and expenditures;+ Reviews procurement card, marketplace, time and attendance, and payroll reconciliations for completeness and accuracy of documentation;
+ Provides guidance and recommendations to agency senior staff on strategic planning;
+ Coordinates process to identify and update agency mission, goals, objectives and strategies, as well as identifies appropriate metrics to measure progress on achieving agency goals;
+ Serves as the agency’s equity lead and oversees and develops OPA’s annual equity plan;
+ Attends regular trainings and meetings offered by One Fairfax;
+ Serves as agency training coordinator and ensures staff completes mandatory training opportunities;
+ Manages the agency’s travel program to ensure compliance with county policy;
+ Facilitates technical reviews for the agency in accordance with county policy.
Note: The assigned functional areas of the position are budget management, procurement and financial reconciliation, and/or strategic planning.
The salary for this position will not exceed the midpoint of the advertised salary range ($89,901.76) dependent upon experience, plus full county benefits. Under current county policy, full-time employees work in the office two days a week and are eligible for telework three days a week after completing a probationary period.

Performs a wide-range of professional work in multiple administration functions within an organizational unit including analysis and project management;
May supervise administrative and paraprofessional staff;
Performs a variety of technical and professional work related to monitoring and reporting on departmental business processes, activities, and outcomes;Plans, develops, and implements comprehensive communication and education plans on programs and services for both county agencies and community organizations;
Assists with developing and conducting special studies and research initiatives, by designing survey instruments, gathering data and information from department staff, developing data analysis tools, conducting statistical analyses, initiating literature reviews, etc.;
Conducts analysis and reporting of quantitative and qualitative data in order to track and monitor various business process indicators;Serves as the point-person and liaison within the department and with central county
departments regarding a designated program and functional areas of responsibility;Prepares reports and presentations of analysis and findings.

Employment Standards
MINIMUM QUALIFICATIONS:

PREFERRED QUALIFICATIONS:
+ Five or more years of experience managing budgets and financial programs for an organization.
+ Three or more years of experience developing strategic plans and/or performance measures.
+ Two or more years of experience with procurement processes.
+ Two or more years of experience working with equity plans or initiatives.
+ Prior working experience in local, state or federal government.

The appointee to this position will be required to complete a criminal background to the satisfaction of the employer.
This position is emergency/essential services personnel. (Required to report for duty during inclement weather and/or other emergencies.)
