Director of Proposals
Position Summary:
Odyssey Systems has an exciting new opportunity for a Director of Proposals supporting the Growth and Operations organizations within the company. Reporting to the Executive Director for Growth, the Director of Proposals has the responsibility for managing all proposal development activity, developing and supporting processes, and managing the Proposal Department cost center budget.The role leads the planning, producing, and delivery of compliant proposals within a Department of Defense environment. The Director must be experienced in scheduling and running proposal kick-off meetings, leading storyboarding sessions, facilitating key review meetings, coordinating proposal governance, and document production.

Responsibilities:
Duties include, but not limited to:
- Lead and manage a team of Proposal Managers, Proposal Coordinators, Graphics Designers, and Content Mangers through the proposal development lifecycle including planning, organizing, development, and compliance for all company growth pursuits
- Lead the development of Requests for Information (RFIs), Sources Sought, and Market Surveys
- Lead the development of all Requests for Proposals (RFPs) for Government Wide Acquisition Contracts (GWACs), Indefinite Delivery Indefinite Quantity (IDIQs), Task Orders and stand-alone Contracts
- Establish, document, and maintain standard proposal process, templates, and tools to ensure standardization across the company
- Manage proposal calendar and SharePoint Site
- Participate in color review teams for all opportunities
- Maintain proposal activity log with progress updates
- Develop weekly, monthly, and quarterly reports and performance metrics
- Present proposal team updates in weekly Executive and Growth meetings
- Participate and deliver presentations in quarterly managers meetings
- Develop annual proposal budget and monitor actuals monthly
- Develop and implement processes in accordance with Policy & Procedures Documents
- Provide proposal process training to new employees, consultants, or direct staff as required
- Serve as the proposals point of contact for proposals awaiting award
- Supervise subordinate proposal staff, manage workload, prioritize activities, and develop/monitor departmental budgets
- Develop proposal strategies, plans, schedule, and resource assignments for assigned proposals
- Participate in capture activities and kickoff meetings as required, and maintain visibility on progress
- Oversee lessons learned sessions, analyze post-delivery and/or award feedback, and recommend improvements to the proposal process
Qualifications:
Citizenship: Must be a US citizen
Minimum Required Qualifications
Education: Bachelor’s Degree in a Business or Technical DisciplineYears of Experience: At least ten (10) years of related proposal management experience and at least five (5) years of managerial experience
Preferred Qualifications
Education: MBA or other graduate degreeYears of experience: More than ten (10) years of proposal management experience int he DoD/Govt space
Certifications: APMP
Technical Skills- Demonstrated success collaborating across all levels of an organization
- Excellent writing, editing, and presentation skills
- Expertise in Microsoft Office Suite (Word, Excel and PowerPoint) and Adobe
- DoD/government or related industry experience, highly preferred
- Understanding of government and commercial procurement processes, including familiarity with the Federal Acquisition Regulation (FAR)
- Experience with Highest Rated Technical Offeror (HTRO) proposals a plus
- Excellent people skills; able to work with internal and external teams of varying sizes, technical abilities, and levels of authority
- Thorough, detail-oriented, and organized with the ability to prioritize and not miss deadlines
- Proven self-starter

Please note: Final compensation for this position will be determined by various factors such as the Federal Government contract labor categories and contract wage rates, relevant work experience, specific skills and competencies, geographic location, education, and certifications.
