Purpose:

The Resettlement Supervisor coordinates and oversees the implementation of CWS Lancaster’s Reception and Placement (R&P) program. The position is responsible for the accurate and timely provision of resettlement case management services for newly arriving refugees within CWS/Lancaster, as well as the provision of case management services under the Matching Grant (MG) program for eligible refugee clients.

The Resettlement Supervisor oversees resettlement staff, including resettlement case managers, case aides, interns, and cultural orientation (C.O.) instructor. The position closely coordinates with other supervisors in the welcome area, as well as with supervisors in the economic empowerment program, and with community partners, with the goal to help newcomers reach self-sufficiency and successfully make a new home in the United States.

Responsibilities:

Essential Duties as Resettlement Supervisor
  • Under the direction of the Associate Director of Refugee Welcome, coordinates the implementation of the Reception and Placement program (R&P), by assuring cases, coordinating arrivals with CWS/HQ; allocating workloads to case managers; and overseeing the timely provision of all resettlement services (home visits; cultural orientation instruction; clients’ appointments, ESL enrollments; case noting; among others).
  • Oversees the case management portion of the MG program including assessment of eligible refugee clients; coordination with employment staff for the timely enrollment of clients into the program; provision of case management services; distribution and tracking of client direct aid, and collection of in-kind contributions, among others.
  • Regularly coordinates with the Housing Supervisor to ensure all resettled refugees are placed in safe, sanitary, and affordable housing upon arrival.
  • Coordinates with the Community Engagement team, including community sponsorship and community engagement staff, to obtain community support for newly arriving refugees.
  • Coordinates with employment empowerment staff, to ensure timely enrollment of newly arriving clients into CWS job readiness and job placement programs.
  • Oversees direct client aid spending under the R&P and MG programs, by receiving check requests from case managers, reviewing allowable uses, and ensuring that funds are available in the clients’ accounts, before signing the requests in acknowledgement for the AD’s second review and approval.
  • Conducts regular reviews of client case files and signs off to ensure quality in service provision and fulfillment of documentation requirements as outlined in the Cooperative Agreements and Guidelines with the Department of State (R&P) and Office of Refugee Resettlement (MG).
  • Together with the AD of Welcome, meets monthly with CWS-LN bookkeeper for the on-going review and reconciliation of direct client aid for R&P and MG clients.
  • In collaboration with the AD of Welcome, recruits new resettlement staff, orients/trains new staff on current and new program policies and procedures, conducts periodic assessments and annual evaluations.
  • Assigns resettlement cases to case managers (CMs), making sure each CM has a balanced caseload, and tracks such assignments into CWS database. Provides guidance and updates to staff on resettlement policies and best practices.
  • Works closely with the Cultural Orientation instructor to make sure that the CO curriculum and delivery methods remain effective and assists the AD in the update of annual CO Site Designs. Occasionally participates in CO classes as a speaker.
  • In consultation with the Associate Director, addresses emergency situations with clients as they arise and mediates conflict as necessary.
  • Supervises resettlement staff, including case manager(s), case aide(s), and the cultural orientation instructor. Ensures teamwork and manages staff workloads, holds regular individual check ins and meetings with resettlement staff to discuss new program developments, current problems, and case progression. Prepares and discusses staff performance reviews.
  • Supervises interns, including but not limited to coordination with Operations Manager for intern recruitment, interns' orientation/training, periodic meetings with school instructors/ field liaisons, and periodic assessments.
  • Participates in monitoring activities, by providing input for monitoring questionnaires and agendas, reviewing clients’ files, scheduling interpreters, and participating in monitoring visits.
  • In collaboration with the Associate Director of Refugee Welcome, provides input to annual grant applications and Abstracts.
  • Assists the Associate Director of Refugee Welcome in any duties he/she deems necessary.

Common Duties:

  • Develops and maintain a strong understanding of current refugee and immigrant issues via trainings, webinars, media, and others, using current information to better serve clients and to educate the broader community about refugees and immigrants.
  • Advocates on behalf of refugees, immigrants, and refugee-serving voluntary agencies.
  • Attends local and national training conferences and events as instructed by the Associate Director of Refugee Welcome.
  • Raises awareness about immigration and refugee issues and increases CWS Lancaster’s visibility in the community through speaking engagements.
  • Regularly assess opportunities for volunteer and/or community engagement in program area; build robust and comprehensive community relationships with individuals, organizations, businesses and non-profits to ensure continued support for refugees and immigrants.
  • Assists Associate Director of Refugee Welcome in any duties he deems necessary. Undertake other duties as assigned.
  • Work varied hours including some night and weekend work.

Qualifications:

Education: Bachelor’s degree is required. Minimum of 5 years’ experience in refugee resettlement is required. A minimum of 2 years of supervisory experience is required.

Experience: The ideal candidate will have previous experience in the field of direct services working with immigrant and refugee communities. They will have a demonstrated commitment to excellence with a track record that includes close attention to detail, strong project coordination and problem-solving skills, familiarity with financial tracking systems, strong communication skills including in-person networking, and writing skills and a high degree of cultural competency.

Must have valid driver’s license and clean driving record. Must be comfortable with public speaking and representing the Immigration and Refugee Program in meetings and facilitating trainings.

Other Skills: Fluency in a refugee language (Arabic, Nepali, Burmese, Swahili, French, Spanish or other) is preferred along with superior written and verbal communication skills. The successful candidate must be computer literate, with proficiency in MS Office (Excel, Word and Access) and internet applications.

Strong organizational and time management skills are required. Must have a car and a valid driver’s license.

Special Requirements:

  • Fluency in English required, proficiency in a primary refugee language preferred
  • Must be able to travel frequently and independently throughout relevant region.
  • Valid US drivers’ license and clean driving record are required.
  • Must be able to work evenings and weekends as required
