Overview:

Nakupuna Solutions is seeking a Financial Analyst II. The Office of International Religious Freedom (J/IRF) oversees a portfolio dedicated to promoting religious freedom worldwide, managing international programs funded by the annual foreign assistance appropriation.

It plays a key role in strategic planning, notifying, and reporting these funds to Congress, while collaborating with various bureaus for Congressional communications compliance. J/IRF also provides technical support to program staff throughout the federal assistance life cycle and ensures efficient document management for Congressional engagement.

Responsibilities:

The Financial Analyst II is a detail-oriented self-starter with strong communication and writing skills. The candidate should have a solid understanding of budgeting principles and knowledge of generally accepted accounting principles (GAAP).
Key responsibilities include maintaining various financial reports from the data warehouse application for ad hoc reconciliation, conducting comparative research on accounts that may be misstated, and preparing for the year-end closing of multiple funding appropriations.

The candidate must also possess strong Information Technology skills to quickly adapt to changing database and software requirements.

  • Tracks and reconciles payments through the Payment Management System (PMS), manages complex Excel spreadsheets, and collaborates with HHS accountants to resolve discrepancies.
  • Maintains systems for document retrieval, including allotments, notifications, and PMS account balances, and tracks grant awards, ensuring accurate establishment of federal awards and accounts.
  • Resolves system-related account issues, applies internal control measures to protect sensitive material, and reports security violations.
  • Supports the J/IRF budget by assisting in creating yearly program budgets, providing feedback on the 653a process, and aiding in Congressional Budget Justification.
  • Reviews and updates new payment processing initiatives, coordinating with analysts to approve PMS disbursements and manage discrepancies, including reviewing GFMS grant accounts.
  • Prepares and presents materials for monthly and quarterly meetings, covering grant closeouts, audits, year-end procedures, and assigns award numbers for requests through SAMS or EOS.
  • Prepares presentations, conducts workshops on PMS usage, guides grantees and analysts, and provides information for OIG, GAO, and FOIA requests.
  • Tracks foreign assistance funds to ensure alignment between Congressional Notifications and operational plans, drafting allotment requests with the Financial Management Officer.
  • Organizes meetings, trainings, and conferences, offering technical assistance to grantees, and supports J/IRF leadership travel and program monitoring visits.
  • Undertakes training to advance U.S. policy priorities and develops expertise in various regional and thematic areas.
  • Reports on program activities, analyzes data for program evaluation, and assists in coordinating foreign assistance funding throughout the life cycle.

Skills/Qualifications:

The Financial Analyst II should have a strong grasp of accounting principles (GAAP), budgeting, and financial reporting, with the ability to analyze and reconcile complex data. Proficiency in financial software, such as the Payment Management System (PMS) and Excel, is essential, along with excellent organizational skills for managing records.

Strong communication skills are needed for reporting, workshops, and stakeholder coordination. The candidate must be skilled in problem-solving, resolving account discrepancies, and knowledgeable about the foreign assistance life cycle. Familiarity with internal controls, security, and adapting to new payment processing initiatives is also important.

Education and Experience:

  • A bachelor’s degree in Accounting, Finance, Business Administration, Economics, or a related field. A master’s degree in a relevant field is preferred.
  • At least 3-5 years of professional experience in financial analysis, accounting, budgeting, or related areas.

Clearance Requirement: Secret clearance. Must be U.S. citizen.

Physical Requirements: The ideal candidate must at a minimum be able to meet the following physical requirements of the job with or without a reasonable accommodation:

The Nakupuna Companies use a market-based compensation strategy to ensure that our employees are compensated within applicable market ranges commensurate with multiple factors, including but not limited to the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability, organizational requirements, and position location.

The projected compensation range for this position is $96,500.00 to $137,750.00 (annualized USD). The good faith salary range displayed represents the position at time of posting and is just one component of Nakupuna Companies total compensation package for employees.
