As an ARPA-H (Advanced Research Projects Agency for Health) Task Order (TO) Program Manager for the Strategic Technical ARPA-H Talent Support (STATS) Program at Noblis, you will be part of our Health Solutions account team, where you will leverage your experience with managing ARPA-like support contracts and provide oversight and management of the Task Order research and development (R&D) programs throughout their lifecycle, directly supporting Federal PM and the ARPA-H leaders to deliver transformative, sustainable, and equitable health solutions for the Nation.

Role Description:
Noblis is seeking a detail-oriented and experienced Task Order Program Manager to join our team at ARPA-H (Advanced Research Projects Agency for Health).
As an ARPA-H Task Order Program Manager (PATIO), you will serve as the single point of contact to manage all programmatic matters of the IDIQ assigned Task Order and is responsible for managing the day-to-day operation of the IDIQ. This role involves ensuring effective management and administration of the Task Order, monitoring project performance and reviewing deliverables to ensure technical, programmatic, and financial goals and objectives are met and identify and mitigate possible TO program risks.
Responsibilities and Duties:
- Provide comprehensive Program Management and hands on Task Order. This includes:
- Responsible for managing the TO program and directing all phases of programs management from inception through completion.
- Responsible for the cost, schedule and technical performance of TO program.
- Participates in the negotiation of contract and contract changes. Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract.
- Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance.
- Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications. Directs the work of employees assigned to the program.
- Advise ARPA-H on acquisition planning and execution as assigned.
- Support assigned acquisition efforts including analyses of capabilities, support of proposal cost reasonableness and realism determinations, general proposal reviews and related analytical work.
- Document TO program management best practices and lessons learned, and makes recommendations to adapt, apply, and embed those practices to the ARPA-H environment. Conducts program management close-out activities at the end of the period of performance.
- Provide expertise and advice regarding TO program management policies and approaches.
- Proactively identify program risk areas highlighting impact to mission and proactively developing solutions.
- Capture meeting minutes and lessons learned and incorporates solutions to action items and acquisition process improvement methodologies.
- Manage and respond to program-aligned data calls, compiling information, and preparing information for reporting to senior leadership.
- Provide Noblis-internal leadership, including:
- Possible line management responsibilities.
- Providing professional development and mentorship for teammates.
- Development of new Business Development (BD) opportunities and related capture management, in close collaboration with Noblis’ BD team.
Required Qualifications:
The candidate must have the following required qualifications:
- A minimum of 5 years past work experience in a program manager role, such as a Portfolio or Program Manager in a governmental research or scientific organization
- Bachelor’s degree (any field) is required. Project and Program Management or a related field is preferred.
- U.S. Citizenship is required.
Desired Qualifications:
- Program management experience from existing Advanced Research Projects Agencies (e.g. IARPA, DARPA, HSARPA, ARPA-E) with an oversight role (leading a team) is strongly desired.
- Prior experience managing teams of increasing sizes and responsibility and experience in personnel management.
- Experience mentoring teammates.
- Experience in a supervisory capacity in planning, developing, and executing significant research and development efforts.
- Experience in establishing strong working relationships with R&D program managers as well as organization leadership; tracking task order efforts to rapidly identify and resolve potential and new problems; and identifying and resolving administrative and contractual issues related to a support services contract is required.
- Demonstrated creativity, foresight, initiative, and mature judgment in anticipating and solving unprecedented problems.
- Experience monitoring project development performance and reviewing deliverables to ensure technical, programmatic, and financial goals and objectives are met and identify possible program risks.
- Excellent communication, collaboration, and presentation skills. Proven results-oriented problem-solving abilities. Experience with presentation graphics and/or spreadsheet tools.
- Experience providing guidance, feedback, and consulting services to federal program managers.
- Ability to work in a dynamic team-oriented environment, demonstrate teamwork and initiative, and function productively in the face of new assignments and the re-prioritization of existing assignments.
- Experience providing program and/or project management support in on research and development contracts.
- Experience facilitating resolution of customer requirements, including helping to identify and document capability gaps, formulate and develop technological solutions, and participate in and contribute to strategic discussions.
- Experience preparing and reviewing presentations, reports, project schedules and weekly status inputs.
- Experience supporting the development and production of architectures, organizational charts, and operations plans and procedures, to include program Standard Operating Procedures.
The candidate should have the following desired qualifications and/or exprience:
- Assisting with the development and administration of ARPA-H STATS to include tasks such as: development of solicitation material, administration of source selection reviews, and assessing technical solutions.
- Maintaining and monitoring program budgets to include gathering and reviewing monthly reporting information from project/program performers and developing budget execution plans.
- Providing support to Portfolio and Program Managers in their continued engagement with ARPA-H customers on the receipt, prioritization, and regular reporting of their operational capability gaps.
- Performing routine tasks including, but not limited to, scheduling, writing internal memos, maintaining and updating Program Management records, filing, intranet website maintenance, preparing and reviewing presentations, records maintenance, and coordinating daily operations of the assigned program.
- Providing assistance in managing and responding to program-aligned data calls, compiling information, and preparing information for reporting to senior leadership.
- Assisting with planning technology transitions to the respective operational customer.
- Supporting the identification, assessment, evaluation, and testing of existing and emerging healthcare technologies, systems, and capabilities, including coordination with related government, academic, and industry programs; attending meetings and symposia; coordinating meetings and programs reviews; and supporting program advocacy including development and production of presentation materials.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws.The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.
Posted Salary Range: USD $90,300.00 - USD $141,075.00 /Yr.
