Pay Range

$294,780 - $380,424 Annually

Please note that the pay range information is a general guideline only. Many factors are taken into consideration when setting starting pay including education, experience, the external labor market, and internal equity.

Job Description

The Office of the Chief Information Officer (OCIO) has an opportunity for a Program Leader for ESN Hub. You will be responsible for a large, complex Program for the National Security Enterprise (NSE) of the National Nuclear Security Administration (NNSA).
The ESN Hub Program provides a classified, centralized enterprise hosting environment that will replace, enhance, and extend ESN services to include an application hosting environment, email, secure desktop video teleconferencing, file management and sharing, and other collaboration services.
The ESN Hub Program Leader will work closely with the NNSA Office of the CIO (NA-IM) and NSE representatives to define and refine requirements for the operational environment, propose technical solutions, and define the budget and resources (including staffing) necessary to ensure success.
At Lawrence Livermore National Laboratory (LLNL), the Program Leader will need to engage with various program areas of Livermore Information Technology (Liv IT) and Strategic Deterrence (SD) Principal Directorate personnel to deploy and support ESN.

This also includes significant ongoing hiring and space planning activities.

This position requires significant on-site presence due to the nature of the work.

This position reports to the Chief Information Officer in the Directors Office.

You will

Provide broad vision and leadership in the deployment of a centralized, NSE-wide application hosting environment (ESN Hub) on behalf of the NNSA OCIO. Routinely interact with LLNL senior mgmt., NNSA OCIO, NNSA FPMs, and senior leadership at other NSE sites.

Partner and coordinate with NA-IM and NSE site POCS on annual procurement forecasting for the entire ESN portfolio, which includes ESN Hub (~$23M annual procurement budget).

Manage internal staffing ($32M annual labor budget) that draws from resources across multiple Liv IT Program areas where ESN Hub staff are also supporting other Liv IT initiatives. This requires close coordination with the other Liv IT Program Leads, ensuring that budgets, schedules, and performance standards are realistically set and attained

Direct and lead a team of approximately 120 staff members spread across multiple NSE sites in the execution of the ESN Hub Program, which includes building and maintaining cross-site partnerships, facilitating strong collaboration, and integrating activities to ensure the achievement of the Program objectives and requirements.

Collaborate with NNSA mission stakeholders to identify, develop, and implement long-term strategic and operational opportunities and course of action for addressing emerging technological challenges in the execution of the NNSA mission while carefully balancing mission and cyber risk.

Represent the ESN Hub Program as a member of the ESN Executive Steering Committee, which serves as a platform for senior mission and Information Technology (IT) leadership to discuss and reach consensus on the future scope and function of the ESN network as well as ensure alignment with other key NNSA initiatives.

Perform other duties as assigned.

Qualifications

Bachelor’s degree in computer science, computer engineering, or a related field, or the equivalent combination of education and related experience.
Ability to obtain and maintain a US Department of Energy (DOE) Q-level security clearance which requires U.S. Citizenship.

Extensive experience in leading an organization of at least 60 people in the development, delivery, and ongoing operation of complex IT applications and services, including development and effective implementation of budgets and service delivery metrics, and successfully directing multiple programs or functional areas, ensuring operations are effective and lead to attainment of objectives and goals.

Ability to effectively lead, motivate, delegate, and build complex interdisciplinary teams to work toward programmatic and institutional goals. Team effectively with other Liv IT management and leadership to accomplish overarching Liv IT strategic goals.

Extensive experience in IT project conceptualization and proposal development including budget and staffing, development of project plans and schedules, project management, and final deployment.

Experience in overseeing the readiness or development of cloud-based applications and services particularly using Amazon Web Services (AWS) and/or Microsoft Azure Infrastructure as a Service (Iaa S), and in the deployment of Platform as a Service (Paa S) and Software as a Service (Saa S) applications and services.

Extensive experience in successfully interacting with internal senior management and executives and external organization leadership and staff.
Expert communication, facilitation, collaboration, negotiating and problem-solving skills necessary to successfully direct an organization, and lead in the conceptualization, development, and deployment of innovative applications and services.
Ability to travel up to 10% time to facilitate interaction with sponsor and mission program stakeholders

Security Clearance

This position requires a Department of Energy (DOE) Q-level clearance. If you are selected, we will initiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter. Also, all L or Q cleared employees are subject to random drug testing.

Q-level clearance requires U.S. citizenship.
