Job Summary

This is a highly responsible administrative position with supervisory, administrative and technical work in the daily management of the County's finances, including planning, organizing, coordinating and supervising the employees and activities of the finance department.

This position serves as the appointed County treasurer and part of the Senior Management Staff.

Major Essential Duties
  • Plans, schedules, supervises and evaluates the work of the finance department and supervises all Finance staff.
  • Responsible for the oversight of the Occupational License department and functions to include supervision of the Tax administrator.
  • Serves as the Purchasing Director with oversight of procurement and purchasing for County and supervisor of the procurement staff.
  • Responsible for the preparation, execution and reporting of the county budget.
  • Approves purchasing for the Finance Department.
  • Plans work objectives; assists in the recruitment of new employees; performs other personnel functions, including training and discipline of employees.
  • Confers with other unit managers on problems encountered in departmental financial operations.
  • Ensures the proper processing of all receipts.
  • Maintains the county budget records, county appropriation ledger and other books of account as required. Ensures proper processing and accounting of all disbursements.
  • Ensures preparation of all checks;
  • Provides proper accounting and reporting of all claims made against the county.
  • Does financial forecasting; performs cash flow analysis and specialized research regarding finances.
  • Maintains proper records of all fixed asset, maintains county investment program to ensure the highest yield of possible idle funds.
  • Ensures that unit functions are carried out in compliance with all state and federal laws as well as the requirements of the state local finance officer.
  • Responsible for planning, preparing and assisting external auditor in the completion of an annual audit.

Minor Essential Duties
  • Performs the duties of other positions in the finance unit and data processing unit as required.
  • Negotiate contracts; considerable knowledge of bookkeeping and accounting
  • Special Projects as assigned.
Supervisory Responsibilities
  • Finance staff full time direct reports and then indirect reports through occupational tax department, both full-time and part-time

Requirements:

Qualifications
  • Education and/or Experience
  • Graduation of a four year college or university with degree in accounting or any combination of experience and training which provides the desired knowledge, skills and abilities.
Language Skills
  • Good verbal skills, ability to communicate effectively with coworkers, peers, management and the general public; ability to provide clear, easily understood explanations and directions.
  • Good writing skills; ability to prepare clear and concise letters, memos, report, et al
  • Ability to read and comprehend written reports, letters, instructions, legal laws
  • Mathematical Skills
  • Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio and percent and to draw and interpret graphs. Ability to apply concepts of algebra, geometry, and statistics as needed.
  • Reasoning Skills
  • Ability to define problems collects data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of complex and technical information, and instructions. Ability to solve practical problems, and deal with several abstract and concrete variables.
  • Ability to read, analyzes, and interprets policies, procedures, and government regulations. Ability to respond to sensitive inquiries or complaints from the general public, business community and regulatory agencies.
  • Certificates, Licenses, Registrations
  • CPA, preferred
Other Knowledge and/or Skills
  • Ability to deal fairly with coworkers, peers and management.
  • Basic knowledge of management skills required planning the day's work and organizing resources to obtain desired goals.
  • Ability to work effectively on a daily basis with standard supervision.
  • Advanced computer skills, proficiency in the use of Microsoft Office applications.
  • Ability to train individuals in the use of the computer software system, including the creation and documentation of policies and procedures within the departmental function.
  • Ability to get along with others in the work place and to respect their rights and individual abilities.
