Description:
Markon is looking for an OCONUS Project Controls Engineer who has at least a Secret clearance, an ABET accredited degree, and is ready to deploy to support our Overseas Building Operations (OBO) efforts. This is a chance to support an important mission and create a safe, secure, sustainable, and modern workplace.
Responsibilities:
- Managing the operations of the OBO office as related to the construction contract's cost and schedule. Preparing reports and other control documentation.
- Working knowledge of all administrative requirements of the construction contract and required contract deliverables.
- Assuring satisfactory and timely performance of all aspects of project control. Providing control of the contractor's submittals and as-built drawings.
- Reviewing contractor’s monthly application for payment and advise Project Director/COR of findings.
- Reviewing and evaluating requests for contract modifications as to their need and whether they are already a part of existing contract requirements.
- Performing quantity take-offs and assisting in preparation of Independent Government Estimates (IGEs).
- Providing support to the Project Director/COR in all contract administration matters. Negotiating modifications and/or claims, interpreting contract requirements, e.g., payment provisions, general conditions, and Division I of the specifications.
- Prepare minutes of meetings attended.
- Maintaining the daily construction log, organizing daily inspection reports, tracking OBO equipment and project records.
- Assisting and mentoring administrative staff.
- Coordinating and cooperating with the Project Director/COR and other members of the Project Director's staff.
- Undertaking other duties as assigned by the Project Director/COR
Qualifications:
- Engineering, architecture, or construction management degree from an accredited university in the United States.
- Professional Engineering License (PE) is acceptable in lieu of a degree.
- Minimum of 7 years’ experience required on construction projects of similar scope and dollar value.
- Overseas experience is preferred.
- Must have an active Secret clearance before deploying.
- Knowledge of International Codes required.
- Knowledge of Construction Safety regulations, i.e. EM 385-1-1, OSHA, etc.
- Knowledge of Microsoft Suite, i.e., PowerPoint, Excel, and Word required
- Full gamut of construction project controls report drafting and production (MS Office Suite), cost management, schedule management (Primavera), change order management, submittal management, and commercial construction required. U.S.
- Embassy construction program experience highly desired. Preference for certification as one of the following: Certified Cost Consultant, Certified Cost Engineer, Certified Cost Technician, or a Certified Estimating Professional, scheduling professional.
- Strong desire for a candidate with recent Primavera experience.
Salary Range: USD $130,000.00 - USD $135,000.00 /Yr.
