 A.  Brief Description of Work

One (1) Project Manager contractor will be assigned to the Office of Technology Partnerships (OTP) and work closely with that office to gather requirements and interface with the Telecommunications Department to produce a final project plan to deliver infrastructure changes that will cost the State of Michigan and local units of government less than the current design.
These solutions will be investigated by the Solution Engineer assigned to Telecommunications for technical feasibility, security requirements, and costs to deliver prior to being added to the project plan. The Project Manager will be responsible for plan development including work plan, resources, timelines, and total cost of ownership (TCO) analysis.
The Project Manager will also be responsible for development of a project scope document, development and implementation of a communications plan to include all stakeholders within the project scope, A work breakdown schedule (WBS) identifying all tasks to meet planed deliverables with identified resources and timelines, and be responsible for reserving conference rooms, calling required meetings or teleconferences, and reporting progress to the Director of the Office of Technology Partnerships.

Contractor will need to be in place and available to work from 8 AM to 5 PM Monday thru Friday in the Romney Building, 8th floor at 111 South Capital ave, Lansing mi 48913 location for the duration of the contract.

 B.  Background of the work requested

Due to increasing costs and decreasing budgets, State of Michigan agencies and locale government offices are looking for opportunities to save money in communications. The office of Technology Partnerships and Telecommunications are seeking opportunities with local governments to consolidate and reduce the number links directly connected to Internet Service Providers (ISP) by utilizing existing county fiber rings or other existing infrastructure for last mile transport to a Point of Presence (POP) for State of Michigan access.

 C.  Objectives

Develop a plan to deliver telecommunications cost reduction to State of Michigan agencies

 D.  Agency technical environment for the work

Office environment using modern office tools. Contractor is expected to provide his/her own mobile computing device (PC/Laptop) for this engagement.

 E.  Description of the requested work including deliverables and knowledge transfer

Contractors will perform as Project manager for the office of Technology Partnerships for the Telecommunications cost reduction project. He/She will be responsible for the timely delivery of all project deliverables such as:
  1. Project scope document
  2. Communications Plan
  3. Work schedule breakdown
  4. Issue log
  5. Status reports
  6. Meeting minutes
  7. Identify potential local and state areas to integrate
  8. Coordinate analysis of each site
  9. Coordinate all implementation activities
Deliverables will not be considered complete until the director of the Office of Technology Partnerships has formally accepted them.

 F.  Any specific regulations, requirements or expertise applicable, including specific background/security checks required.

  • Produce above listed deliverables utilizing MS office and Adobe products.
  • Communicate clearly and calmly.
  • Work with a wide variety of people in various roles
  • Knowledge of state and local government is preferred

 G.  Reports

A bi-weekly progress report must be submitted to the Agency Project Manager throughout the life of this project. This report may be submitted with the billing invoice. Each bi-weekly progress report must contain the following:

  1. Hours: Indicate the number of hours expended during the past two weeks, and the cumulative total to date for the project. Also state whether the remaining hours are sufficient to complete the project.
  2. Accomplishments: Indicate what was worked on and what was completed during the current reporting period.
  3. Issues: Indicate what issues or roadblocks have been identified but not resolved in the current reporting period.
  4. Funds: Indicate the amount of funds expended during the current reporting period, and the cumulative total to date for the project.

 H.  Location where the work is to be performed

Project Manager will work at Romney Building, 8th floor, 111 South Capital Ave., Lansing mi 48913. Work hours are not to exceed eight (8) hours a day, or forty (40) hours a week. Normal working hours of 8:00 am to 5:00 pm are to be observed unless otherwise agreed to in writing.

No overtime will be permitted unless authorized by the director.
