Business Analyst – Electrical Utility Field Workforce Management

Role Summary

We are seeking an exceptional Business Analyst (BA) with deep expertise in Electrical Utility Field Workforce Management solutions to redefine operational efficiency, enhance workforce productivity, and optimize field service execution with a quickly-evolving public utility.

While the role is remote, the ideal candidate will be located in the Pacific Northwest for occasional onsite work.

This role is not just about gathering requirements (user stories)—it's about driving our client's mobile transformation, leveraging technology, and implementing best-in-class workforce management strategies that revolutionize how the field workforce management teams work in the field.

Key Responsibilities

Strategic Workforce Management & Business Process Optimization
  • Lead end-to-end business analysis to improve field service operations, ensuring alignment with industry best practices.
  • Analyze, document, and optimize field workforce workflows, dispatch models, and scheduling strategies to enhance efficiency and reduce operational costs.
  • Collaborate with key stakeholders to design, implement, and improve mobile workforce management (MWM) solutions for technicians, engineers, and operations teams.
Technology & Systems Integration
  • Partner with IT and business teams to evaluate, select, and integrate workforce management tools (e.g., SAP FSM, Oracle WAM, ClickSoftware, Maximo, GIS, ADMS, OMS).
  • Define functional requirements, user stories, and system design to enhance workforce automation, real-time scheduling, and predictive analytics.
  • Support data-driven decision-making by integrating GIS, SCADA, and IoT data into field workforce processes.
Stakeholder Engagement & Change Management
  • Act as the liaison between field operations, IT teams, and business leadership, ensuring seamless communication and alignment on workforce transformation initiatives.
  • Develop and deliver training materials, user guides, and process documentation to facilitate the adoption of new technologies and workflows.
  • Drive continuous improvement initiatives by gathering feedback from field technicians, dispatchers, and supervisors to enhance usability and performance.
Industry Best Practices
  • Develop and monitor KPIs and performance metrics to track workforce efficiency, job completion rates, and outage response times.
  • Lead initiatives that enhance safety, reliability, and customer service through optimized workforce planning.
Required Qualifications
  • 7+ years experience working in the U.S.
  • Able to pass a background check
  • Bachelor’s degree in Business Administration, Computer Science, or a related field.
  • 5+ years of experience leading discovery sessions where you extract and translate users’ requests into effective, functional/non-functional, and technical specifications, objective requirements, and fully qualified user stories.
  • 4+ experience executing progressively more complex business analyses within an information technology environment including scope definition, requirements gathering, performing cost/benefit analysis on varying solutions, and business process re-engineering.
  • Demonstrated experience with a variety of research and analysis techniques, ideally including a mix of both quantitative and qualitative methods for understanding and documenting end-user and business owner requirements and the conversion to fully qualified user stories.
  • Strong ability to lead targeted discovery sessions with business users.
  • Demonstrated ability to support and participate in cross-functional, cross organizational, work groups to implement projects, programs and support positive organizational change.
  • Working knowledge of various software development frameworks (e.g. Waterfall, Agile, SAFe, and Kanban).
  • Proficient in data analysis and reporting tools. Excellent communication and problem-solving skills.
  • Strong organizational, analytical, and critical thinking skills.
  • Knowledge of project management principles and best practices.
  • Demonstrated knowledge of the industry standard Business Analyst best practices (e.g., IIBA BABOK).
  • Ability to apply financial concepts such as Total Cost of Ownership (TCO) and Return on Investment (ROI) in practice.
  • Experience developing traceability matrixes from requirements and assisting with user acceptance testing.
