Summary:

The Incentive Termination processing includes detailed research for, and execution of, automated systems actions required to confirm eligibility, recommend payment, and to suspend, reinstate, or terminate all incentives within the GAARNG. All incentives actions on behalf of service members assigned to the GAARNG, to include initial contract requests, payment requests, and suspensions or terminations of contracts, must be processed in a timely and accurate manner.

Incentive Managers must access, navigate, and utilize GIMS, which is the sole program for processing incentives transactions.

Responsibilities:

Essential Job Functions:

  • Shall process all incentive terminations in accordance with Army National Guard (ARNG) guidelines and regulations.
  • The contractor shall review all service members’ eligibility for incentive terminations, ensuring all required documentation is complete and meets ARNG regulations.
  • The contractor shall verify all required documentation for incentive terminations, including reenlistment agreements, loan repayment documents, and other necessary paperwork.
  • The contractor shall confirm that all criteria for incentive termination, including the completion of required actions and compliance with ARNG policies, are met.
  • The contractor shall update the Guard Incentive Management System (GIMS) with accurate and timely records for all terminated incentives.
  • The contractor shall process all payments related to the termination of incentives, such as bonuses or loan repayments, ensuring compliance with ARNG policies.
  • The contractor shall monitor the status of all incentive termination payments and ensure any delays or issues are promptly addressed.
  • The contractor shall maintain accurate and complete records for all incentive terminations, ensuring compliance with ARNG retention and documentation standards.
  • The contractor shall provide weekly and monthly reports to the Contracting Officer Representative (COR) detailing the status of incentive terminations, including processed terminations, payments, and any discrepancies.
  • The contractor shall address and resolve all discrepancies in incentive terminations, including errors in payment amounts, eligibility, or documentation.
  • The contractor shall provide all assistance to service members with inquiries regarding incentive terminations, including eligibility, required documentation, and payment statuses.
  • The contractor shall implement corrective actions when errors in incentive terminations are identified, ensuring compliance with ARNG regulations.
  • The contractor shall conduct audits once a month of incentive terminations to ensure compliance with all ARNG guidelines and regulations.
  • The contractor shall provide all necessary documentation for incentive terminations during internal or external audits.
  • The contractor shall review and update all incentive termination policies and procedures to ensure they align with any changes in ARNG regulations.
  • The contractor shall report all discrepancies or errors found during the termination process to the COR for immediate action.
  • The contractor shall conduct periodic assessments of incentive termination processes and make recommendations for improvements.
  • The contractor shall provide training for ARNG personnel on incentive termination procedures and policies.
  • The contractor shall track and report all discrepancies related to incentive terminations, including delays in processing, eligibility issues, or documentation problems.
  • The contractor shall ensure that all incentive termination actions comply with federal and state regulations, including tax laws and ARNG policies.
  • The contractor shall provide all service members with status updates regarding their incentive terminations, including payment schedules and any issues.
  • The contractor shall ensure that all steps in the incentive termination process, including documentation, payment processing, and final updates in GIMS, are completed in a timely and accurate manner.

Qualifications:

Necessary Skills and Knowledge:

  • Proficiency in Microsoft Office Suite (Word, Excel, Outlook, PowerPoint) and other database management tools.
  • Strong data entry skills with a high level of accuracy and attention to detail.
  • Ability to research, verify, and confirm service members' eligibility for various incentive programs.
  • Knowledge of privacy and data protection requirements under Army and DoD regulations.
  • Strong organizational skills to maintain accurate records.
  • Ability to effectively communicate with service members, resolving inquiries within the required timeframe.
  • Strong written and verbal communication skills for preparing reports and maintaining correspondence.

Minimum Qualifications:

  • High school diploma or equivalent required.
  • Minimum of 3 years of experience.
  • Must obtain a CAC.
  • Must have a valid Secret security clearance (or higher) or be able to obtain one.
  • Occasional service is required after hours and on weekends.
  • Frequent travel for attending training, conducting training, delivering briefings, observing field operations, and attending conferences is required and reimbursable with COR approval.

Preferred Qualifications:

  • Bachelor’s degree in business administration, finance, or a related field preferred.
  • Experience with Army National Guard (ARNG) incentive programs, policies, and procedures is highly desirable.
