Contract Overview:

The Data Technical Support (DTS) contract provides data science professionals to the United States Special Operations Command’s (USSOCOM) Intelligence Data Support Team (IDST) and Special Operations Forces Acquisitions, Technology & Logistics (SOF AT&L).

The IDST is a government-led team focused on data analytics efforts within the USSOCOM Directorate of Intelligence (J2) and its subordinate command’s intelligence lines of effort. The IDST helps USSOCOM intelligence analysts by turning the Command’s data into actionable information.

The IDST team may also engage with the USSOCOM Chief Digital and Artificial Intelligence Office (CDAO), Knowledge Management (KM), and other HQ entities.

The DTS contract provides permanently assigned data science professionals to the USSOCOM Headquarters, Theater Special Operations Commands, and Component Commands. Additionally, the DTS contract may provide temporary support (Temporary Duty / deployment) to worldwide Special Operations Joint Task Forces, Combined Joint Special Operations Task Forces, Special Operations Task Forces, and Special Operations Command Forward Elements.

Job Description:

Operations Research Systems Analyst (ORSA) - The ORSA supports SOF AT&L to improve understanding and decision making in the following areas: internal and external spend, vendor/supplier management, contract data deliverable management, acquisition intelligence to support negotiations, procurement team talent and workload management.

This is a Key Personnel role on the DTS contract.

Job Duties Include (but are not limited to):

  • Clearly scope out problems and develop study plan with milestones for each project
  • Collect and clean data to provide analysis/tools
  • Verify data and validate analysis
  • Develop simple user interfaces to understand analytics and recommended actions leveraging O365/Power BI tools
  • Develop procurement scorecard to track at minimum, execution timelines for different types of transactions, savings, work in process (open PR, closeouts), opportunity recognition (e.g. move to strategic contract), suspense management (option exercise, CPARS), personnel management (time to fill vacancies, experience levels by team, warrant levels)
  • SOCOM enterprise procurement process mapping to determine largest opportunities for Artificial Intelligence, Machine Learning and/or Robotic Process Automation
  • Develop tools to implement Artificial Intelligence, Machine Learning and/or Robotic Process Automation to automate redundant or complex tasks and predict outcomes/risks
  • Create deliberate internal vs external contract execution decision tools to focus on outsourcing non-SOF peculiar workload considering contract development performance and fees
  • Develop SOCOM AT&L contract deliverable data repository to optimize future data analysis
  • Provide recommendations to improve data collection and management for future analysis

Qualifications:

Required Skills & Experience:

  • 10 years ORSA experience in qualitative and quantitative analyses of complex military and related problems
  • 5 years of experience using communication skills, both written and oral, to include preparation of written products for senior leaders (general officer/flag officer/senior executive service level) and the ability to communicate at all levels in a highly professional manner
  • Due to US Government Contract Requirements, only US Citizens are eligible for this role.

Education & Certifications:

  • Master's degree in operations research, applied mathematics, industrial engineering, statistics or related math discipline, OR
  • Bachelor's degree in operations research, applied mathematics, industrial engineering with 4 years of experience in Operations Research and Analysis in military related matters or subjects

Security Clearance:

  • Current Secret clearance required, Top-Secret clearance with SCI eligibility is preferred.
