Payroll Supervisor

Position

REPORTS TO: Business Administrator or Designee
SUPERVISES: Payroll Clerk

JOB GOAL: The Payroll Supervisor is responsible for overseeing all payroll operations

for the East Orange School District. This role ensures timely and accurate

processing of payroll for district employees, in compliance with federal, state, and local regulations. The Payroll Supervisor will manage payroll

systems, handle payroll-related inquiries, and collaborate with HR, finance, and administration to ensure best practices in payroll management.

PERFORMANCE RESPONSIBILITIES:

  1. Manage and oversee the payroll process for all district employees, ensuring accuracy
and timeliness of payroll disbursements.
  1. Ensure compliance with federal, state, and local laws regarding payroll, including tax
regulations, pension contributions, and other withholdings.
  1. Administer and manage payroll systems (e.g., Time and Attendance Systems, Employee
Self-Service Portals), and ensure accurate maintenance of employee payroll records.
  1. Collaborate with Human Resources to ensure proper employee data management,
including salary adjustments, deductions, and benefits integration.
  1. Reconcile payroll discrepancies and manage payroll-related audits as required.
  2. Prepare and distribute payroll reports for internal and external stakeholders, including
financial statements, tax filings (W-2, 1099), and pension reports.
  1. Handle employee inquiries regarding payroll issues, deductions, benefits, and taxes,
ensuring clear communication and resolution.
  1. Stay updated on changes in payroll legislation, tax laws, and pension guidelines, and
ensure the district remains compliant.
  1. Supervise and train payroll department staff, providing leadership and support in day-to-
day operations.
  1. Work closely with the finance department to ensure accurate reporting of payroll-related
expenses.
  1. Manage payroll schedules and deadlines, coordinating with departments to ensure
timely submission of time and attendance records.
  1. Assist in the preparation of the district’s annual budget by providing payroll-related

financial data and projections.

QUALIFICATIONS:

  1. Bachelor’s degree in Accounting, Finance, Business Administration, or related field.
  2. Minimum of 3-5 years of payroll management experience, preferably within a public
sector or educational institution.
  1. Thorough knowledge of New Jersey state payroll laws, tax regulations, and pension
systems (e.g., TPAF, PERS).
  1. Proficiency with payroll software and systems, with experience in managing and
troubleshooting payroll databases.
  1. Strong organizational skills, attention to detail, and ability to manage multiple priorities.
  2. Excellent communication and interpersonal skills, with the ability to effectively address
employee inquiries and payroll issues.
  1. Certified Payroll Professional (CPP) designation preferred but not required.
  2. Strong interpersonal and communication skills
  3. Required criminal history background check and eligibility to work in the United States.
