Summary:

We are seeking a dedicated and skilled Senior Technical Project Manager for a contract role within the Enterprise PMO. Reporting to the Enterprise PMO Director and working closely with the Director of Enterprise Technology Planning and Logistics, this individual will be responsible for overseeing large-scale capital technology projects supporting the One Network Program across various state agencies and secretariats.

The Senior Technical Project Manager will monitor project success and ensure alignment with organizational goals, timelines, and budgets, while facilitating cross-functional planning and management of project performance reporting. The individual will create project plans, manage resources, and ensure smooth execution to support the One Network Program.

Duties and Responsibilities:

• Serve as the single point of contact for implementing the MEP systems and the high-level design of the facility converged network to support MEP control system connectivity at the new Veterans/Soldiers Home in Holyoke, MA. Collaborate with cross-functional teams, the agency lead PM, and vendors.
• Develop and maintain project documentation, including tactical planning materials and high-level presentations for executive stakeholders.
• Translate business requirements into technical specifications and document the project scope.
• Create and manage detailed project plans, work breakdown structures, checklists, and budgets to meet established deadlines, ensuring alignment with financing and staffing availability.
• Develop reports and communicate project progress, proactively addressing potential risks or issues with appropriate stakeholders.
• Facilitate team meetings, manage risks and issues, and develop contingency plans to mitigate challenges. Provide detailed summaries and next steps to ensure smooth execution.
• Conduct post-project assessments to evaluate whether goals were achieved and provide analysis on success or necessary improvements.
• Work closely with the internal Strategy & Planning Team to ensure project goals align with organizational strategies and support PMO roadmap implementation.

Preferred Knowledge, Skills, and Abilities:

• Minimum of 5-8 years of experience in project management, including complex IT and network implementation projects with diverse stakeholders.
• Familiarity with IT concepts, systems, and solutions, with the ability to communicate technical requirements effectively.
• Strong understanding of project management methodologies and tools.
• Excellent communication skills with experience presenting to senior-level management.
• Ability to manage multiple priorities simultaneously and meet established timelines.
• Strong stakeholder management experience, with proven ability to influence and negotiate at all levels.
• Leadership and organizational skills with attention to detail and process redesign experience.
• Knowledge of project governance frameworks and best practices.
• Government or public sector experience is a plus.
• PMP Certification or equivalent project management certification is a plus.
