Overview:

Office of Design and Engineering (DE) provides expertise in architecture, landscape. architecture; space programming; space planning; interior design; graphic design; sustainability civil structure, seismic, blast, geotechnical, electrical, and mechanical engineering; energy; telecommunications; and security.
Working with Planning and Real Estate, DE develops and updates the Space Requirements Programs (SRP). DE directs design coordination of OBO's building program, managing designs from planning through construction. DE monitors the performance of the architecture-engineering contractors hired to execute OBO's projects.

The office serves as the building code official, confirms the technical adequacy of construction documents, and issues building permits. The Energy group (NRG) provides multidisciplinary expertise for high performance buildings, planning, design, engineering, construction, utility management, and maintenance of projects.

Responsibilities:

The contractor serves as an Energy Program Analyst and analyzes the energy and water usage of the Department’s real property portfolio for the purpose of understanding the portfolio, and reducing costs, increasing efficiency, and developing energy savings projects.
The contractor conducts energy analysis to support data-driven energy planning and management. They manage internal and external data sources and utilizes software and data management tools to collect, track, analyze, and visualize energy data for a variety of internal and external audiences.

Project examples include analysis of facility energy and asset data to identify energy and cost-saving opportunities and/or the optimal location for distributed energy resources, analysis to assess energy efficiency and rate structure adjustment potential across different end-use sectors, and statistical modeling to estimate the energy, environmental, and financial impacts of alternative fuel and energy source adoption.

Data Collection/Tracking
  • Conducts primary and secondary data collection; compiles and maintains databases such as inventory of buildings and assets, energy and operational use, and energy efficiency project performance.
  • Performs energy tracking, monitoring, and analysis to identify energy and cost-saving opportunities.
Data Analysis
  • Analyzes, interprets, and communicates data from sources such as utility meters and Bills, facility operations, and public data to reach conclusions and make recommendations.
Organizes and performs statistical modeling to identify energy trends or deviations, - Support energy planning, and forecast utility consumption and budgets.
  • Uses software and data tools to manage and visualize data for analysis and reporting, including customizing software and tools to align with the organization’s goals, needs, and conditions. Plans, designs, and conducts analysis to support program implementation, such as identifying facilities and sectors with the largest energy use to meet the organization’s energy and environmental goals.
  • Serves as project manager for data analysis projects, including interaction with multiple stakeholders. Data Reports/Liaison
Writes clear and concise descriptions of data, methodology, and results for inclusion in reports and presentations; prepares and presents results; creates support documentation for software and tools.
  • Responds to energy data requests from colleagues, leadership, agencies, community partners, and residents; conducts site visits to inform analysis and takes follow-up actions when appropriate.
  • Updates job knowledge by participating in educational opportunities, reading professional publications, maintaining professional networks, and participating in professional organizations.

Performs other duties as assigned.

Qualifications:

  • Required to be a United States citizen.
  • Expert knowledge of qualitative and quantitative state-of-the-art analytical and evaluation methods and techniques to conduct comprehensive studies of energy data programs; conduct outreach; gather information; and devise solutions to a variety of issues.
  • Understanding of a range of concepts, theories, principles, practices, methods, and techniques of engineering disciplines and practical knowledge of other scientific disciplines sufficient to plan, design, analyze, and perform energy management analyses and projects, implement new developments in the field, incorporate state-of the art technologies, and apply current methods to a comprehensive energy management program.
  • Expert knowledge of the OBO’s mission, functions, program procedures and organizational relationships, concepts, principles, practices, and regulations to provide staff advisory service assistance to operating officials concerning energy related matters.
  • Skill in planning, organizing, directing, and conducting complex studies and projects.
  • Skill in oral and written communications to develop, negotiate and defend recommendations; obtain information; provide advice and guidance; prepare recommendations; present briefing on sensitive and controversial subjects; and provide guidance and instructions.
  • Understanding of building design and energy use concepts and metrics.
  • Skill in applying a range of statistical analyses to practical decision-making contexts.
  • Skill in using web-based data visualization tools (e.g., Tableau, Power BI, D3, Google Charts)
  • A bachelor’s degree from an accredited institution and seven (7) years of related experience
