The Joint, Office of the Secretary of Defense, Interagency Division provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues.

JOID assists the Defense Threat Reduction Agency (DTRA) in developing leading edge technologies to counter WMD in support of CCMDs and transitioning these technologies to military services and COCOMs. SPA provides expertise across the full range of chemical, biological, radiological, nuclear and high-yield explosives (CBRNE) WMD, Counter Improvised Threat and Countering Threat Network technologies to support understanding, detection, identification, characterization, denial, control, disabling, defeating, disposing, safeguarding the force, managing consequences, and test and evaluation in support of military and civilian operations.

We have an immediate need for a S&T Evaluation Panel Program Manager to provide onsite support in Lorton, VA.

Responsibilities:

Provide recommendations to agency leadership on investment opportunities in nuclear and CWMD capability development to reduce known and previously unrecognized capability gaps in this area and to help meet validated requirements, including co-authoring development plans.

Present organized analytical assessments to the R&D leadership that identify potential future efforts or improve current program efforts. Provide expertise in all R&D investments and maintain awareness of current scientific developments within the national and international technical communities in a variety of areas such as: Robotics, Unmanned or Autonomous Systems, Machine Learning, Artificial Intelligence, Chemical Engineering, Nuclear Technologies, Weapons and Targeting, and operational and physical Modeling and Simulation.

Support R&D leadership at all appropriate briefings, seminars, conferences, workshops, colloquia, and other working groups to document technology needs, developments, requirements, and studies, and present technical contributions resulting from Agency investments.

Research the current environment of advanced technology, concepts, and trends to discover initiative solution candidates, R&D development, and future transition to service programs. Coauthor peer-reviewed publication submissions to journals, conferences, workshops, and colloquia on relevant technical contributions and related technical capability developments.

Qualifications:

Required:

  • Master’s degree in Physics, Chemistry, Biology, or related scientific field.
  • 20 years of experience in managing and guiding S&T and R&D programs.
  • Experience in CBRN, WMD, CWMD, and/or Nuclear programs.
  • Experience in system engineering and test and evaluation.
  • Experience in instilling systematic approaches in S&T programs for success in transition.
  • TS/SCI clearance and the ability to maintain throughout time of employment.

Desired:

  • Experience in advising senior industry and government officials in technical approaches to RDT&E solutions.
  • Experience in testing and Joint Capability Test Demonstrations (JCTD), or equivalent.
  • DOE, National Lab, or DoD experience.
  • Deep knowledge of system engineering and test and evaluation in a CWMD/CBRN/Weapons discipline.
