Primary Purpose

This position supports "Essex, an Emmes Company". Essex is a biomedical informatics and health information technology-focused consultancy founded in 2009 and headquartered in Rockville, MD. The Essex team comprises experts with extensive experience in strategically developing and managing complex health and biomedical information programs for clients in the Federal Government, research academia, and private sectors.

The Associate Director of Bid Strategy is a strategic price-to-win expert for developing competitive and profitable pricing proposals for the United States Federal government. The successful candidate will be experienced the Federal Government procurement process, collaborate with senior management, account managers, and capture teams to build compelling price-to-win strategies for biomedical research and informatics projects and programs.

Responsibilities:

  • Develop competitive assessments, price-to-win recommendations, and price strategies to increase award opportunities that lead to profitable company growth
  • Develop price to win models and scenarios based on the customer's evaluation criteria, historical data, and industry benchmarks for a range of contract types. Develop complex cost models and narratives in response to requests for proposals for a range of customers and contract types
  • Lead pricing reviews and financial discussions with senior management to include opportunities, risks, and profitability. Present and defend price to win analysis and recommendations to Capture/Exec team
  • Collaborate with all business functions (Contracts, Proposals, Finance, BD, Project Leadership, etc.) for cost estimates and to ensure compliance and competitive pricing
  • Ensure the timely generation of multiple pricing submissions often within tight proposal schedules – strong organizational skills and the ability to be flexible are key
  • Work closely with FP&A team to optimize government pricing and drive efficiencies
  • Develop, maintain, and adhere to internal policies/procedures to ensure compliance with government regulations and effective corporate governance
  • Engage with pricing team members to develop a culture of knowledge sharing and provide reviews
  • Main point of contact for all governmental pricing audits and reviews
  • Drive process improvements in order to stay current with industry standards and regulatory changes, as well as streamline department processes
  • Track, maintain, and report monthly and quarterly performance metrics to management

Qualifications:

  • Bachelor’s Degree required in related field
  • 12 to 15 years of demonstrated pricing experience in leading strategic proposals, working collaboratively in solving problems and identifying solutions for a professional services government contractor
  • Experienced evaluating proposal risk in cost estimates, terms and conditions and other business management related functions
  • Experienced with competitive analysis and price-to-win assessments with large proposals
  • Experienced advising senior management on strategy, federal government contracting regulations (FAR, DFAR, CAS, etc.), contract terms and conditions, and proposal financials
  • Experienced in developing competitive pricing for all contract types, including Cost Plus, T&M, FFP, etc., and contract vehicles GWACs, IDIQs, BPAs, etc.
  • Personal drive for collaboration, increasing breadth of knowledge, and continuous improvement
  • Deep understanding of cost accounting and how it may be applied to government contracts
  • Demonstrated ability to establish processes and controls to satisfy routine internal/ external audits
  • Excellent business analytical skills, a high accuracy rate, and attention to detail
  • Must be diplomatic, persuasive, and able to establish good rapport with a full spectrum of internal and external partners, from operators to Sr. Executives, both inside and outside the company
  • Must consistently demonstrate knowledge beyond the key subject areas and be recognized as a connector of key technical/subject information with larger business goals
  • Ability to take ownership and accountability accompanied by honest and ethical behavior
  • Demonstrate problem solving and decision-making skills with the ability to “think on his/her feet” and suggest alternatives and solutions
  • Exhibit superior communication and influencing skills: oral, written, listening and presentation skills
  • Demonstrated ability to teach, train and grow capability of others
  • Bachelor’s Degree required in Finance or related field
  • Minimum of 8 years’ experience in life-sciences, government contracts and Pricing, or related expertise
  • Minimum 5 years’ demonstrating progressive leadership/management responsibility
  • Experience working with a cross-functional teams is required
  • Proven experience with managing and building teams, coaching, developing and performance management
