Job Description
The City of Baltimore is seeking a data-driven and strategic leader to serve as the Citi Stat Program Manager in the Mayor’s Office of Performance and Innovation (OPI). Reporting to the Deputy Director for Operations, this role oversees the Citi Stat team, driving the city's performance and accountability program by leveraging data to improve service delivery, enhance efficiency, and promote transparency.

POSITION OVERVIEW

The Citi Stat Program Manager (Operations Manager I) leads a team of civic-minded analysts who gather and analyze data from city agencies to assess performance, identify operational challenges, and collaborate on solutions. This role provides strategic leadership in improving citywide programs and services, leveraging data-driven insights to enhance service delivery and promote accountability.

Citi Stat regularly convenes agency leaders, city officials, and operations staff to review objectives, use data to spark meaningful discussions, address challenges, and develop actionable strategies. The Program Manager oversees the Citi Stat process, streamlining agency interactions and communications, managing follow-ups, and coordinating meeting logistics to create an efficient system for collaboration, problem-solving, decision-making, and accountability.
Citi Stat was originally launched to leverage data to improve city services, starting with crime reduction and expanding to public works, education, healthcare, and more. The Program Manager will continue this legacy by collaborating with agencies to use data in shaping citywide strategies, tracking key performance indicators (KPIs), and enhancing service delivery across Baltimore.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Leadership and Stakeholder Engagement
  • Lead a team of Citi Stat Analysts, providing mentorship in program evaluation, data analysis, problem-solving, and communication.
  • Collaborate with city leaders and the community to identify high-impact opportunities for increasing efficiency and improving city services.
  • Drive branding and marketing efforts for the Citi Stat program, raising its visibility, socializing progress, and promoting its successes.
Program and Performance Management
  • Optimize the Citi Stat program to ensure consistency in stakeholder engagement, planning, deliverables, work products, data usage, and program evaluation.
  • Oversee the creation of data visualizations, reports, and presentations, translating complex data into clear, actionable insights for non-technical audiences and city leadership.
Citi Stat Facilitation
  • Lead Citi Stat meetings, managing logistics, preparing materials, and ensuring follow-up on action items.
  • Facilitate idea generation, consensus building, and promote engagement with agency leaders during Citi Stat sessions.
  • Develop systems for tracking performance data, outcomes, and decision points from Citi Stat sessions for effective follow-up and progress monitoring.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES
  • People Leadership: Proven experience leading and managing a team of analysts. Demonstrated ability to motivate and mentor staff in a public sector or performance-driven environment.
  • Performance Management: Expertise in performance management frameworks and the ability to implement KPIs to measure and improve agency accountability.
  • Data Analysis: Strong skills in interpreting complex data sets and deriving actionable insights. Ability to communicate findings clearly to both technical and non-technical audiences.
  • Project Management: Strong organizational and project management skills, with experience managing multiple projects and meeting deadlines.
  • Communication and Collaboration: Excellent verbal and written communication skills, with the ability to present recommendations to senior executives, agency staff, and external partners. Proven experience building collaborative relationships across agencies.
  • Process Development: Experience developing processes and systems to enhance performance tracking and service delivery across large-scale operations.
  • Technology Proficiency: Proficiency in modern data analytics tools (e.g., Excel, Tableau, Power BI) and performance management software.

REQUIRED EDUCATION AND EXPERIENCE

EDUCATION: A Master’s degree in Public Administration, Business Administration, Management, or a related field from an accredited college or university, AND
EXPERIENCE: 6 years of management experience, including 3 years of managing teams or divisions related to performance management, data analysis, or public sector operations.
