Overview:Na Ali'i is looking for a UXOQC Specialist/UXO Safety Officer (UXOSO) to inspect and maintain project quality standards for all project phases of work. The UXOQC Specialist/UXO Safety Officer (UXOSO) implements and enforces all project safety programs.

UXOQCS and /or UXOSO
  • The UXOQCS’s work will be performed at assigned Nakupuna MMRP projects and subcontracted MMRP Projects
  • The UXOQCS will inspect, observe and perform the following in accordance with (IAW) approved project plans and may include but not limited to:
  • Performing and tracking of Quality Control (QC) Blind Seeding,
  • Inspections of ongoing and completed production lots of surface and subsurface clearances,
  • MPPEH inspection & verification,
  • Inspect and observe demilitarization, load-out of target scrap and on-site storage of MDAS materials
  • The UXOQCS will have the appropriate training as defined in DDESB TP-18 for an Unexploded Ordnance Quality Control Specialist.
  • The UXOQCS will also be responsible for generating and submitting project QC Daily Reports, inspections, deficiency, non-compliance and corrective action documentation as reports required and IAW approved project plans.
  • The UXOSO supervises the safety practices of all personnel assigned to UXO projects to include subcontractors.
  • The UXOSO establishes and implements all safety requirements for all project operations.
  • The UXOSO is responsible for the verification of project personnel certifications.
  • The UXOSO determines, in coordination with the Senior UXO Supervisor, safe to move MEC items.
  • The UXOSO completes company and government accident and incident reports.
  • The UXOSO conduct initial and daily safety briefings.

Qualifications:Skills/Qualifications:

  • Graduate of a military EOD School of the United States, Canada, Great Britain, Germany, or Australia, and possess the appropriate EOD training and length of experience as defined in DDESB TP-18 for an UXOQCS and/or UXOSO.
  • Successfully completed training as a quality professional (i.e., ISO 9001 internal auditor, ASQ Certified quality auditor); or possess a quality-professional certification by a recognized organization (e.g., USACE and NAVFAC Training Course Construction Quality Management for Contractors; or receive company and project specific QC training and work under the supervision of a certified quality professional.
  • OSHA HAZWOPER 40-hour training and 8-hour refresher as needed, OSHA Supervisor Training, OSHA 30-hour Construction Safety Course, First Aid, CPR and AED training.
  • Must be able to meet the criteria for and perform the functions of a UXO-TIII.
  • Must demonstrate an understanding of QC practices associated with MEC-related activities and managing and processing MPPEH, including documentation of its explosive safety status.
  • Implement the project’s quality control plan and Site Safety and Health Plan for MEC-related activities per applicable requirements.
  • Must be able to conduct and document QC and or Safety audits of MEC-related activities for compliance with applicable requirements.

Education and Experience:

Military Installation Access and Security Clearance: This may position reside on a military installation. Must be able to qualify for and obtain a base access pass. Must be a U.S. citizen.
