Position Description:

The Education Activity Design Specialist will support the USAID/Senegal Education Team to design a new youth activity. The STTA will work closely with USAID/Senegal Education Office staff to prepare technically sound and realistic program design documents, including all pre-award requirements, mentoring staff throughout the process.

The incumbent will work closely with the Youth Education Specialist and the Deputy Director of the USAID/Senegal Office of Education to ensure new activities contribute to the Mission and Agency's strategic transitional objectives, advance the goals of the Education portfolio, and are well-coordinated with other initiatives in the sector.

The consultant will work remotely for a period from o/a October 14, 2024 to September 13, 2025. The expected level of effort for this consultancy is 102 days/816 hours.

Travel: Possible travel to Senegal

Salary: $70 - $75/hrly (starting salary determined based on candidate’s knowledge, skills, experience, and education.)

Responsibilities:

  • Provide technical guidance in project/activity design, implementation, monitoring and evaluation.
  • Prepare technically sound and realistic program design documents, including all pre-award requirements, mentoring staff throughout the process.
  • Review and evaluate design technical documents including concept papers, evaluations and reports.
  • Lead and document meetings with support offices (e.g. Program Office, Office of Acquisition and Assistance, Office of Financial Management).
  • Support selection committee or technical evaluation committee.
  • Other tasks as assigned.

Qualifications:

  • Bachelor’s degree and five (5) years of experience or Master’s degree and three (3) years of experience required. Degree in education, public policy, management, economics, or other social sciences preferred.
  • Experience working in a collaborative, multicultural, and virtual environment involving multiple stakeholders.
  • Experience in design and procurement with USAID activities related to education preferred.
  • Familiarity with USAID processes is desired.
  • Familiarity with USAID Positive Youth Development would be highly useful.
  • Expertise in youth development and/or leadership training.
  • Proven ability to produce clear, succinct written reports.
  • Fluency in written and spoken English.
  • Fluency in French would be an asset.
