This is a *provisional-project appointment.
  • Provisional Appointments: For a provisional appointment, a civil service exam is not required. However, to obtain a regular position, the appointee will need to compete successfully in a County Exam when open.

Project Positions: are generally for a specific, limited duration. Projects can last for five years but may be shorter depending on the project. Newly hired incumbents in project positions do not qualify for retirement.

Alameda County, Housing and Homelessness Services Department, serves to implement expanded services and supports and lead the development of a strategic framework to address and work to end homelessness in Alameda County. The department is working to build a robust, integrated, and coordinated system of homelessness and housing services, and to improve efficiency and coordination within ACH and with external partners with community resources in our common struggle to improve health and end inequality and homelessness.

THE POSITION

Under the general supervision of the Housing Services Director in Housing and Health Services this position is responsible for implementation of care coordination and service delivery process, utilizing new Behavioral Health Bridge Housing (BHBH) funds.

Management also includes oversight of program staff, BHBH operations and services and portfolio management.

DISTINGUISHING FEATURES

A major role for the Behavioral Health Clinical Manager includes planning, development, evaluation, reporting and outcome monitoring. Serves as the County liaison with other governmental staff, executive service providers and funders. Ensure compliance with program regulations and procedures, provide consultative support to community-based organization providers, participate in strategic planning and task force activities related to the BHBH program implementation.

Monitor program budgets and work plans to ensure financial sustainability and adherence to goals.

EXAMPLE OF DUTIES

Manages and oversees, through subordinate supervisory and professional staff, the administration of behavioral health care clinic/program operations.

Develops operational and clinical policies, procedures, guidelines, goals and objectives.

Manages and evaluates administrative, operational, programmatic and financial functions; and ensures the most effective use of staff, financial and other resources to provide for the most effective delivery of services.

Evaluates program alternatives, funding allocations/sources, service delivery alternatives and other elements for possible program inclusion; directs needs assessment and pilot projects and submits documentation and recommendations.

Plans, supervises or directs, reviews and evaluates the work of supervisory, professional, technical and support staff; selects staff and provides for their training and professional development; implements discipline as required.

Provides administrative supervision of physicians; collaborates with lead physicians on physician/clinical matters.

Participates in departmental, agency and county-wide strategic planning and task force activities.

Participates in meetings to integrate design and functioning of unit with other components of the Behavioral Health Care Service and with the design and needs of the larger system as a whole. Also participates in County Mental Health Plan development in coordination with the Behavioral Health Care Services Administration.

Acts as liaison to administration components of other departments and contract agencies; coordinates the activities of programs with other public and private agencies; and meets with citizens' groups regarding planning of inter-agency policies and agreements.

Ensures compliance with related federal, state and local regulations, as well as departmental and county policies and procedures.

Conducts staff meetings and conferences to discuss diagnosis and treatment plans; ensures compliance with quality assurance policies and protocols.

Prepares a variety of correspondence, narrative and statistical reports, program documentation, policies, procedures, and other written materials.

Operates a variety of modern office equipment including a computer; may be required to drive a county or personal vehicle to make site visits and attend meetings.

MINIMUM QUALIFICATIONS

Experience:

The equivalent of three (3) years of post-license experience as a behavioral health/mental health clinician providing clinical and/or case management services, of which one (1) year must have been in a supervisory capacity equivalent to that of a Behavioral Health Clinical Supervisor in Alameda County.

AND

Education:

Possession of a master's degree from an accredited school in social work, marriage and family therapy, psychology, counseling, nursing or related field.

License/Certification:
Possession of a valid clinical license from one (1) of the applicable licensing authority: California Board of Behavioral Sciences, California Board of Psychology, or California Board of Nursing. Some positions in this class require a valid California Motor Vehicle Operator's license.
