SUMMARY:

The Director assumes primary technical and administrative responsibility and leadership for the Rosalynn Carter Mental Health and Caregiver Program (RCMHCP), which consists of four pillars:

  • Rosalynn Carter Caregiver Initiative
  • Global Behavioral Health
  • U.S. Public Policy
  • Rosalynn Carter Journalism Fellowships and Newsroom Collaborative

The Program works to achieve measurable reductions in discrimination against persons with mental illness/substance use disorder (MI/SUD), increase accurate and effective mental health journalism, enhance mental health/substance use support services through public policy and global health systems strengthening, and elevate recognition of the role caregivers play and improve support for caregiving.

Reporting to the Vice President, Health Programs and working closely with the Senior Advisor, RCMHCP, the Director advises senior leadership on mental health and caregiving, providing strategic direction, policy formation, and multi-faceted program activities management, including budgeting, fundraising, and public relations.

Responsibilities may include applied research, publications, and expert meetings.

This role requires frequent international travel to help supervise and manage field operations, with Hostile Environment Awareness Training (HEAT) required.

KEY RESPONSIBILITIES:

  • Ensures program impact, sets strategic goals, and provides direct supervision and leadership to Senior Associate Directors and Associate Directors across the program’s four pillars, while fostering a collaborative culture and cross-program partnerships.
  • Leads caregiving strategy implementation to position the Program as an evidence-based thought leader in the caregiving ecosystem—leveraging key partnerships with Georgia Southwestern University (GSW), stakeholder relationships, and historical insights while navigating specific conditions of related endowments, donors, and stakeholders.
  • Oversees performance monitoring and evaluation of international mental health projects (including field visits), provides technical support through standardized program design and evaluation, and collaborates with Program staff and the Vice President of Health Programs to identify technical consultants, conduct annual reviews, and manage project plans, budgets, and both U.S.-based and in-country staff.
  • Develops the RCMHCP strategic plan, setting short- and long-term goals based on strengths, weaknesses, opportunities, and constraints. Leads cross-program initiatives, aligning activities with the Center’s mission, and provides expert analysis and recommendations.
  • Provides guidance on fundraising proposals, grant reports, and briefings; collaborates with Development staff to identify potential donors and manage existing donor relationships, grants, proposal submissions, and reports.
  • Serves as the primary liaison on mental health and substance use topics between The Carter Center and external health organizations, including HHS, WHO, and CDC. Engages with NGOs, donors, government agencies, coalitions, and academic institutions globally.
  • Communicates RCMHCP activities to employees, consultants, donors, and stakeholders.
  • Represents The Carter Center and RCMHCP with the media, donors, and public speaking engagements, including conducting briefings for senior staff, visitors, and dignitaries.
  • Prepares oral and written reports, scientific papers, presentations, and Program publications, including newsletters and peer reviewed scientific reports.
  • Directly supervises U.S.-based Senior and Associate Directors and jointly supervises a Nurse Educator. Oversees U.S.-based staffing, performance management, and team effectiveness. Manages professional and administrative staff at headquarters and field offices.
  • Ensures Program compliance with organizational policies and establishes efficient procedures for implementation.
  • Pursues ongoing professional development through training, organizations, and resources to stay current on national trends and maintain expertise.
  • Performs related responsibilities, as needed.

MINIMUM QUALIFICATIONS:

  • A master's degree in a related field and ten years of related experience, which includes five years of managing international programs, OR an equivalent combination of education, experience, and training.

PREFERRED QUALIFICATIONS:

  • Graduate degree in a mental health discipline, public health, or related field.
  • Five years of international health, mental health education or international development/program management experience.
  • Experience in managing large public health programs and implementation.
  • Previous experience and technical knowledge related to mental health programs and caregiving would be desirable.
  • Expertise in caregiving and mental health.
  • A demonstrated proficiency in project management, developing and implementing activities, staff supervision, budget preparation and execution, and partnership building.
  • A skilled public speaker with excellent writing skills and experience writing for external stakeholders and outlets, internal and executive staff, and funding proposals.
  • Demonstrated proficiency in monitoring and evaluation of data from project activities and the collection, analysis, and reporting of data.
  • Experience working in, establishing, overseeing, and/or operating a mental health or health related program in a low- or middle-income country.
NOTE: This role will be granted the opportunity to work from home regularly but must be able to commute to The Carter Center on a flexible weekly schedule based upon business needs. Schedule is based on agreed upon guidelines. All non-exempt employees must reside within the state of Georgia.
