The South Asia Region comprises eight countries (Afghanistan, Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan and Sri Lanka) that range in size from India (with a population of over 1 billion) to Maldives (with 0.3 million people). The region has experienced a long period of robust economic growth, averaging 6% a year over the past 20 years.It was the second-fastest growing region in the world in the aftermath of the global crisis. This strong growth has translated into declining poverty and impressive improvements in human development. The percentage of people living below the poverty line fell in South Asia from 56% to 16% between 1981 and 2013.
Still, the region remains home to a third of the world's poorest, with 216 million people living below $1.9/day.
The Environment Department (ENV), located within the World Bank's Planet Practice Group has been established to deliver on the opportunities, benefits and outcomes offered by enhanced management of the environment and natural resources!
ENV provides expertise, technical assistance and financing to help low- and middle-income countries manage land, sea and freshwater natural resources in a sustainable way to help create jobs, improve livelihoods, enhance ecosystem services, decrease pollution and increase resilience to climate change.Over 360 ENV staff working across the globe help set developing countries on a clean, green growth trajectory for resilient economies and healthy communities.
The SSAE1 unit, covers two country units (India and Sri Lanka, Nepal and Maldives) and is one of two ENV units in the SAR region, comprises around 40 staff, with 95 percent based in Country Offices. The rest of the team is based in Washington DC.
A priority focus for the South Asia Region (SAR) is strengthening air quality management (AQM) at the regional and country level with an eye to reducing air pollution, particularly in the Indo-Gangetic and Himalayan Foothill (IGP-HF) region, covering parts of Bangladesh, Bhutan, India, Nepal and Pakistan.This is a regional program involving multiple countries, and a range of pollution sources covering various sectors (agriculture, energy, industry, transport, urban, environment, etc.). ENV plays a lead role in convening and collaborating with the sectors, countries, and stakeholders involved to support creation and deployment of knowledge and financing solutions leading to improved air quality for the approximately 1 billion people living in the IGP-HF airshed.
The position
Internationally recruited staff are remunerated on an international pay scale and are expected to move to assignments in different regions approximately every four years. The Senior Environmental Specialist will report to the Practice Manager, Environment, for South Asia/SSAE1 based in Singapore.They will work closely with the Directors for Regional Integration and Planet.
Duties and Responsibilities:
Working in close collaboration with the country, department and PG focal points for AQM, the Regional Integration team, and the ENV IGP-HF AQM team, the Senior Environmental Specialist's responsibilities will be to coordinate the overall SAR regional AQM program.They will work according to an annual work plan, adjusted periodically as necessary.
The Senior Environmental Specialist's responsibilities will include the following:
IGP-HF Program Coordinatior
Partnerships and Stakeholder Engagement: Serve as primary counterpart for regional IGP-HF donor and stakeholder engagement, through identifying, cultivating and strengthening partnerships with existing and new partners from bilateral and multi-lateral agencies, non-profits and foundations/philanthropic organizations, private sector, etc.
Fund Raising/Trust Fund Management: Identify possible sources of grant funding to complement IDA/IBRD and country counterpart financing. Work with the regional multi-sectoral AQM team to identify and secure grant funding. Oversee regional trust fund efforts including managing, supervising and reporting.
Analytics and Advisory Support: Lead and/or contribute to analytical and advisory work to support regional efforts.
Communications: Working closely with regional ECR and sector teams, and other key global practices, serve as key regional focal point for raising visibility of program efforts, ensuring technical quality and strategic alignment of SAR AQM communications materials and campaigns.
Monitoring and reporting: Serve as overall regional focal point for tracking and monitoring AQM related operational, analytical and funding impacts. Work to
Regional Coordination: Lead and/or contribute to efforts to strengthen regional coordination in support of AQM program, working closely with the Regional Integration (RI) department. This includes working with country counterparts and key regional actors/stakeholders, as well as promoting integrated and collaborative programming and activities in World Bank CMU, Practice Groups, and departments.
Operational and Policy Dialogue Task
Lending support: Lead and/or contribute to regional lending and analytical activities in support of the IGP-HF program. These may be led by ENV and/or other Departments.
Advise clients in the Government and staff on issues related to AQM.
Represent the Bank on environmental topics at high-level speaking events and engagements.
Assist in the coordination, design and delivery of knowledge management and training activities.
Collaborate closely with World Bank departments and IFC/MIGA colleagues on joint projects and with other colleagues from other multilateral development institutions.
Coordinate and carry out other tasks as requested by the Manager.
Selection Criteria- An advanced degree (master's or PhD) in environmental/urban policy, planning, science, engineering or economics or a related field is required.
- At least 8 years of full-time relevant professional practical experience in programs, projects or policy dialogue related to environment or natural resources management, pollution management, urban planning, climate change, environmental risk management or similar is required.
- Experience leading/contributing to design and implementation of IPF, PforR and DPO lending operations, preferably as TTL.
- Proven track record of leadership of, and fund raising for, multi-sectoral tasks or programs.
- Exceptional collaboration, integration, interpersonal and team leadership skills, including across people of diverse backgrounds and seniority inside and outside the World Bank.
- Strong results orientation, with ability to follow up multiple work-streams simultaneously working under tight timelines.
- Ability to communicate ideas clearly and confidently, articulate issues and recommend solutions.
- Excellent writing and communication skills in English.
- Experience working in developing countries required.
- Willingness to travel frequently.
