About the LOSSAN Rail Corridor Agency:
The Los Angeles – San Diego – San Luis Obispo (LOSSAN) Rail Corridor is a joint powers authority that works to increase ridership, revenue, capacity, reliability, coordination and safety on the coastal rail line between San Diego, Los Angeles and San Luis Obispo.The LOSSAN Agency assumed management responsibility for the Pacific Surfliner service in July 2015, following the execution of an interagency transfer agreement with the state of California. The Pacific Surfliner travels along a 351-mile coastal rail route through San Diego, Orange, Los Angeles, Ventura, Santa Barbara and San Luis Obispo counties, serving 29 stations.
It is the busiest state-supported intercity passenger rail route in the United States with 24 daily trains and annual ridership of nearly 3 million. The LOSSAN Agency is staffed by the Orange County Transportation Authority.
Overview:
Under supervision, performs research, analyzes, and supports various phases of the agency's financial activities, including financial modeling, revenue and expenditure budgets, and reports on financial and operational data. Resolves financial analysis issues by applying professional knowledge and experience.
Financial Analyst- This is an exempt position in Salary Grade 195: Min $86,328.00
- Mid $103,593.00
- Max $120,859.00 annually.
The starting salary will be within this range based on qualifications.
Financial Analyst, Associate- This is a non-exempt position in Salary Grade 185: Min $37.65
- Mid $45.17
- Max $52.70 hourly.
The starting salary will be within this range based on qualifications.

- Supports the preparation and review of financial analyses and reports under the guidance of senior team members.
- Applies knowledge of governmental accounting, financial planning, forecasting, and budgeting principles.
- Assists with federal and state transportation funding programs, including monitoring funded projects for compliance.
- Maintains project and funding database records and prepares standard reports.
- Participates in the preparation of the LOSSAN annual operating & capital improvement budget, assisting with revenue and expenditure forecasts.
- Assists in creating project account codes and processing budget transfers.
- Contributes to the development and reporting of key performance indicators for LOSSAN.
- Supports the analysis and assessment of the Pacific Surfliner fare structure.
- Assists in compiling data for On-Time Performance (OTP) agreements and monitoring contract compliance.
- Utilizes Microsoft Office suite and other relevant software for basic financial modeling.
- Assists in researching and analyzing issues related to the agency's fiscal policy and financial planning.
- Analyzes financial data and provides preliminary recommendations to senior team members.
- Resolves problems affecting projects between Project Management and various sections within the Agency.
- Stays informed about basic federal, state, and local grant rules and regulations.
- Assists in developing cooperative agreements under supervision.
- Represents the agency in public inquiries and collaborations as directed.
- Works with internal teams to support financial goals.
Qualifications:
Financial Analyst - Any combination of education and experience equivalent to a bachelor’s degree in finance, public/business administration, mathematics, or a related field and a minimum of two years of related experience. Experience with financial analysis tools and techniques is required.
Financial Analyst, Associate - Any combination of education and experience equivalent to a bachelor’s degree in finance, public/business administration, mathematics, or a related field. Some experience in financial analysis or related tasks is preferred.Requires basic proficiency in financial analysis tools and techniques.
