Finance Assistant for Small Business and Corporate Financing

Overview:

Under the general supervision of the Deputy Director and the direct supervision of the Senior Manager, provide analytic and programmatic support to the Boston Local Development Corporation (BLDC) and the Boston Industrial Development Financing Authority (BIDFA) as well as to other economic development programs and projects as assigned.

Responsibilities:

  • Coordinate office operations and provide administrative support to the department. Perform the day-to-day office administration of all department functions.
  • Establish, maintain, and update files and financial forms, both electronic and paper. Locate and retrieve materials. Maintain cross-indexing systems as appropriate. Purge files periodically.
  • Manage the receipt of BLDC applications. Perform portfolio management tasks such as assisting in the collection of unpaid BLDC loans.
  • Set up and maintain department record-keeping systems. Collect and verify data; enter into system(s) as appropriate.
  • Meet with Boston businesses to market products and programs. Partner with conventional, non-profit and quasi-public funding sources to leverage existing loan facilities as well as other City of Boston services to further aid in economic development and job creation through the funding of small businesses. Continually focus on business development in regards to potential and existing BLDC and BIDFA borrowers.
  • Interact directly with applicants, consultants, business district managers, and technical assistance providers to work towards improving the creditworthiness underlying marginal BLDC commercial loan applicants.
  • Assemble and prepare all relevant materials and perform analyses required for BLDC board review. Compile BLDC board packages to include business plans, credit and financial analysis on potential borrowers or borrower's tenants; preparation of pro forma operating statements, sources and uses of funds statements, credit reports, industry background information, collateral asset protection charts, and debt service coverage analysis.
  • Participate in all BLDC and BIDFA board meetings and take notes. Assist in preparation of materials for distribution and presentation to each board. May schedule board meetings, contact board members regarding attendance and assist in development of the meeting agenda. Write board summary materials and resolutions, commitment letters and bond documents.
  • Assist in the maintenance of the BLDC and BIDFA loan portfolios, including reviewing, updating, and summarizing existing portfolio credit file documents and outstanding bond issues. May conduct site visits or contact clients by telephone or in writing to obtain information to update loan and bond files, such as periodic financial statements, proof of insurance coverage, etc. Perform credit analysis of existing BLDC portfolio accounts and identify at-risk assets. Make credit recommendations to senior staff and arrange custom workouts with troubled accounts to assist distressed borrowers and protect BLDC assets.
  • Assemble data and prepare reports on portfolio and Corporation's activities for governmental agencies and internal use.
  • Service existing loan, bond, and lease portfolios by performing tasks such as review of semi-annual employment progress reports, monitor documentation of insurance, etc.
  • Participate in the planning and scheduling of special events, as well as creating and maintaining database and processing invitations for annual meetings.
  • Assist in the writing and design of informational materials for BLDC and BIDFA.
  • Order supplies for office. Submit check requests for BLDC and BIDFA expenses to the Planning Department Budget and Finance team.
  • Perform other related duties as required.

Minimum Entrance Qualifications:

  • Bachelor's degree in Finance, Business Administration, or equivalent.
  • Must have more than two years of directly related experience with credit analysis, financial analysis, and customer service.
  • Must have a working knowledge of Microsoft Office(Excel, Word, and Access) and Google Suite.
  • Experience with cloud platforms.
  • Bilingual/Multilingual abilities in Mandarin/Cantonese/Haitian Creole/Cape Verdean Creole/Portuguese are a plus.
