Responsibilities:

Noblis MSD supports the Naval Sea Systems Command (NAVSEA) and Naval Surface Warfare Center Philadelphia Division (NSWCPD) in their mission to enable research, development, test and evaluation, acquisition, engineering, systems integration, in-service and fleet engineering with cybersecurity, comprehensive logistics, and life-cycle savings.

Noblis MSD is seeking an experienced Program Management Analyst to support U.S. Navy in-service ships and cross platform engineering programs. The candidate must be able to provide non-technical programmatic and financial support to a major program at the Philadelphia Navy Yard.

The Program Analyst will directly support US Navy programs and interface directly with the Government customer. They are responsible for programmatic support tasks including the development, maintenance and administration of program management tools utilized for scheduling, budgeting, resource management and project status.
They will provide extensive program management support to coordinate tasks and projects, creation/maintenance of Plan of Actions & Milestones (POA&Ms), and financial tracking/reporting utilizing data from Enterprise Resource Planning (ERP) system.
They will create and maintain customized financial packages for program managers, task leads, and others. Financial support includes funding analysis, creation of program and task metrics/graphs, monthly expenditure charts and cost variance charts.

This position requires strong interpersonal skills, professionalism, and self-motivation to coordinate with Noblis MSD Program Managers along with U.S. Navy customers.

While there will be an opportunity for a hybrid telework schedule, candidates must be local to the Philadelphia area to support routine face-to-face meetings with Government clients as necessary and at the client's direction. The candidate will also be expected to frequently work from the Noblis MSD office during the initial training period of employment.

Required Qualifications:

Requirements for the Program Analyst position are:

  • A bachelor’s degree from an accredited university.
  • Additional consideration will be given to candidates who possess business related degrees, and at least 1 year of work experience in the following areas:
  • Document formatting and editing
  • Extensive experience with Microsoft Excel, as well as PowerPoint, Word
  • Meeting coordination, including the ability to schedule, prepare, adapt to changing situations and take detailed notes and capture action items
  • A US Citizen with the ability to obtain and maintain a DoD SECRET clearance. Candidates with an active clearance at the SECRET level or higher will be given additional consideration.

Desired Qualifications:

This position will require the analyst to interface directly with the Government customer with minimal oversight from MSD management. As such, the candidate must display the following character traits:

  • Exceptional attention to detail
  • Excellent interpersonal skills
  • Adept at both written and verbal communication
  • The ability to comfortably work both in a team environment and independently as the situation requires
  • Analysis and review of financial data, including budgeting and reconciliation of issues and discrepancies
  • Review, update and analysis of program financial records and schedules
  • Project management experience, including status gathering and reporting

Additional consideration will be given to candidates with previous experience supporting DoD/U.S. Navy programs

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws.

The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.

Posted Salary Range: USD $52,600.00 - USD $82,150.00 /Yr.
