Compliance Risk Manager - Boise and Chubbuck
Overview:

The Compliance Risk Manager will supervise the Compliance Analysts, Senior Compliance Analysts, Bank Secrecy Act (BSA) analysts, and Fair Lending Officers and the processes and systems associated with their duties and responsibilities while coaching and training them to performance excellence.Review workpaper, Compliance Assessment reports, and prepare Compliance Annual Plans, and any ad-hoc requests from the AVP of Compliance or VP of Risk Management. Additionally, will interpret and summarize regulatory guidance for applicability, drive internal process improvements, create, and leverage data analytics dashboards for compliance risk monitoring, and manage, summarize, and provide recommendation on external content submitted by regulatory agencies.
Responsibilities:
- Research regulatory guidance, analyze, synthetize, and conclude based on qualitative and/or quantitative evidence to provide recommendations to Management on improvements.
- Ability to persuade others based on strong rationale, robust evidentiary information, verbally or in writing.
- Provides alternatives to improvements that are practical and actionable.
- Displays professional skepticism and respectful disagreement when offering recommendations to Management, driving outcome to a common goal between the parties.
- Manage applicable teams including hiring, coaching, training, and inspiring them to excel in the performance of their roles, including conducting frequent one-on-ones, assisting them in addressing compliance challenges and issues, and preparing them to support other Compliance, BSA, and Fair Lending functions and roles.
- Train and support teams in their efforts to execute Compliance Assessments and work with assigned business lines on root cause analysis and management action plan programs.
- Responsible for review and approval of compliance assessments completed by analysts and officers, including supporting documentation and workpapers.
- Review, monitor, coach, and manage assessment and analysis activity, workpapers, reports, etc. in the GRC system.
- Train and coach team members in understanding compliance and related risks within Idaho Central’s risk management function and enterprise-wide risk management program, including risk assessment, control development and implementation, and risk and control review and validation through assessments, alert reviews, fair lending analysis, etc.
- Ensure Analysts obtain CUNA’s Credit Union Compliance Expert (CUCE) designation and BSA team members obtain CUNA’s Bank Secrecy Act Compliance Specialist (BSACS) as an important part of their development and mastery of their role and value-add to the department and Credit Union.
- Comfortable with data analytics, tables, and graphs creation.
- Ensure proper and complete documentation of team member activities that would be required for review by examiners from the Idaho Department of Finance, NCUA, and CFPB.
- Train Analysts in fielding compliance-related phone calls with the goal of providing exceptional service and accurate and consistent answers to callers. Coach them to update internal procedures and processes and work with business lines to update external procedures as call content indicates would be prudent and oversee and approve such.
- Supervise team member work schedules, PTO, workload, managing daily activities and projects, long-term priorities, and monitoring service levels.
- Manage and respond to assigned complaints coming from members directly, the Idaho Department of Finance, NCUA, or CFPB.
- Periodically review and update as needed procedures governing the Compliance team member roles, activities, duties, and processes.
- Complete performance evaluations, strength development plans, and team member corrective action documentation if necessary.
- Interface with and provide progress reports to the AVP of Compliance, or VP of Risk Management related to Compliance team member functions through scheduled one-on-ones and additionally as needed.
- Prepare written reports for the AVP of Compliance, VP of Risk Management, and Executive Management as assigned.
- Complete projects as assigned by the VP of Risk Management and Executive Management.
- Proficient in data analytics and the ability to coach Analysts and BSA team members in data analysis.
- Assist with other duties and projects as assigned.
Qualifications:
Qualifications:
Bachelor’s degree in business, Finance, Statistics, Economics, or similar field required. Juris Doctorate or another graduate degree, preferred. The Project Management Professional (PMP) certificate is a plus. Minimal to no experience post law school, or a minimum of two years’ compliance or audit experience required; three or more years preferred.Ability to analyze, synthesize, and apply regulatory guidance to the business. Strong ability to provide evidentiary information for recommendations to Senior Management, that are compelling, practical, actionable and with different options to solve potential concerns.
Persuasive in verbal and written communication, providing a robust rationale and a strong qualitative and/or quantitative evidentiary conclusion. Practices professional skepticism, respectful disagreements, and seeks for common-ground resolutions that further the goals of the Credit Union.
Displays comfort and poise when discussing improvements with business lines’ management. Also, possess strong leadership skills, training skills, and people management skills. Ability to lead, coach, and train others in compliance and compliance assessments and BSA/Anti-money Laundering activity.
CUNA’s Credit Union Compliance Expert (CUCE) designation or equivalent preferred. Ability to communicate with Senior Management and with all Credit Union personnel. Ability to always maintain confidentiality of Credit Union and member records.
Performance Standard:
The position requires the ability to lead, coach, and train others to excel in compliance, BSA, and fair lending functions, analyze, assess, and appropriately respond to compliance-related risks, and manage team members to support Credit Union compliance/BSA needs effectively and efficiently across all departments.It also requires knowledge of all laws, rules, and regulations applicable to Idaho Central Credit Union and the ability to keep executive management informed of such. Ability to use all available technology related to compliance/BSA functions.
Strong ability to communicate with members, team members, examiners, and management effectively in verbal and written form. Strong ability to organize and manage the workload of Compliance Analysts, BSA Team Members, and Fair Lending Team Members.

Physical Requirements:
- Perform tasks requiring manual dexterity (processing paperwork, filing, stapling, sorting, collating, typing, counting cash, etc.).
- Sit for extended periods of time.
- Lift 20-40 pounds of applicable supplies including but not limited to copy paper, cash drawers, marketing material, etc.
- Repetitive motion using wrists, hands, and fingers.
- Reach keyboards.
- Ability to operate basic office machines (calculator, computer, telephone, copy machine, fax machine, etc.).
