The OEB’s Office of the Registrar (Registrar) makes preliminary decisions in adjudicative proceedings. The Registrar ensures efficient and timely processing and disposition of all matters in accordance with natural justice, applicable laws, and the formal practices and procedures of the OEB.

The Registrar ensures the integrity and safeguarding of official records of OEB proceedings in accordance with applicable legislation and corporate guidelines. The Registrar is responsible for adjudicative reporting and analysis, and the implementation of projects to drive process innovation and improvement.

This is an exciting opportunity for an individual who likes to lead change, collaborate with stakeholders, foster process innovation and improvement, and undertake intellectually challenging work. Reporting to the Deputy Registrar – Projects, you will be responsible for implementing changes that improve the efficiency and effectiveness of the OEB’s regulatory process.

You will lead projects that change how the OEB works with Indigenous Communities, how the OEB’s regulatory process is executed, how cost awards are paid by the OEB, and more. You will identify ideas and best practices from other jurisdictions, as well as through engagement with applicants, intervenors, staff and Commissioners.

Responsibilities
  • Leads the development and implementation of policies, protocols, and projects to innovate and improve the regulatory process
  • Collaborates with applicants, intervenors, staff and commissioners to identify areas for improvement and implement changes
  • Monitors regulatory developments in other tribunals and identifies trends, emerging issues and best practices for implementation at the OEB
  • Analyzes relevant issues and provides strategic insights and recommendations to management that align with the rules, practices, and procedures that govern the OEB’s regulatory process
  • Represents the organization in stakeholder forums and venues, including engagements with intervenors, regulated utilities, and government agency representatives
  • Gains acceptance of proposed changes from diverse stakeholders
  • Utilizes project management tools and trackers to plan tasks and advance projects in a timely manner
  • Tracks project level Risks, Issues, Actions and Decisions, reports to the management, resolves problems and provides project effectiveness
Qualifications
  • Undergraduate degree preferred in, but not limited to, Engineering, Finance, Economics or Business Administration
  • Graduate degree or professional designation is an asset
  • 5+ years' experience working in a regulated industry and/or public utility; 8+ years preferred
  • Experience with the OEB’s regulatory process and in energy regulation in Ontario is an asset
  • Previous experience in managing and leading projects of varying complexity and sensitivity
  • Previous experience with researching, analyzing and preparing policy options, consulting on approaches, and assisting with implementation is an asset
  • Excellent verbal and written communication skills that cater to all levels in the organization and externally
  • Strong interpersonal, organizational, prioritization, problem solving and time management skills
  • Proven track record to meet tight deadlines, work under pressure and balance multiple priorities at once
  • Highly proficient in Microsoft Office suite
