Land Entitlement Manager

We're currently seeking a Land Entitlement Manager for our Land Development Department.
Job Summary:
The Land Entitlement Manager is responsible for overseeing, managing, and driving the land use entitlement process for real estate development projects.
This includes coordinating with government agencies, consultants, and internal teams to ensure all necessary permits, approvals, and regulations are met to proceed with construction.
The role requires a deep understanding of zoning, land use regulations, environmental concerns, and the entitlement process to ensure successful project outcomes.
This position will work out of our South Plainfield, NJ office.
Responsibilities:
Responsibilities- Entitlement Process Management: Lead the entitlement process from start to finish. Identify and obtain all required zoning changes, variances, waivers, permits, and approvals from governmental agencies required for the complete build out of proposed land development projects.
- Government Liaison: Serve as the primary point of contact with town/city planners, engineers, consultants, and government agencies ensuring clear communication and compliance with local regulations.
- Land Use and Zoning Research: Conduct research and analysis of zoning codes, land use regulations, and environmental impact studies to determine the feasibility of projects.
- Application Preparation: Prepare and submit comprehensive entitlement applications, ensuring that all necessary documentation, plans, and reports are accurate and complete.
- Consultant Coordination: Manage and coordinate with external consultants, such as architects, engineers, environmental experts, and legal advisors to facilitate the approval process.
- Utility Coordination: Coordinate with public, local, and regional utility authorities to determine utility service feasibility and obtain will serve letters. Prepare, coordinate, and manage submission of applications and technical data required to obtain approvals for connection of all required utilities to proposed land development projects.
- Project Scheduling: Develop and maintain a detailed entitlement timeline, ensuring that all approvals are obtained within the necessary timeframes to meet project deadlines.
- Regulatory Compliance: Ensure all proposed projects comply with local, state, and federal regulations, including environmental laws, building codes, affordable housing requirements and land use policies.
- Risk Management: Identify potential obstacles or delays in the entitlement process and develop mitigation strategies to address them proactively.
- Budget Management: Oversee the budget for entitlement activities, ensuring that costs are managed efficiently while delivering on project goals.
Qualifications:
Qualifications:
- Bachelor’s degree in urban planning, real estate development, civil engineering, or a related field.
- 5+ years of experience in land development, urban planning, real estate entitlement, or a similar role.
- Strong knowledge of zoning laws, land use regulations, environmental regulations, and the entitlement process.
- Proven ability to navigate complex governmental processes and work with public agencies.
- Excellent project management skills, with the ability to juggle multiple projects and deadlines simultaneously.
- Strong written and verbal communication skills, including the ability to present complex information to a range of audiences.
- Experience working with consultants, architects, engineers, and legal teams.
- Ability to work effectively with government officials, stakeholders, and community members.
