Human Capital Design Analyst

Overview:

The Human Capital Design Analyst will support the U.S. Department of Transportation (DOT) in conducting an HR Business Process Analysis for the Department of Human Resources Management (DOHRM). This position will assist in documenting current HR processes across the DOT’s eleven Operating Administrations (OAs), identifying areas for improvement, and supporting the development of recommendations for process standardization.

The consultant will work closely with DOT DOHRM and OA staff to analyze existing workflows and help design efficient, consistent HR processes.

Responsibilities:

  • Conduct analysis and benchmarking of client workforce through data analytics, research, interviews/focus groups, and develop strategies and improvement recommendations across the employee lifecycle.
  • Facilitate collaborative working sessions with client and Guidehouse experts to design workforce solutions across a diverse set of client environments.
  • Evaluation and documentation of current and future state processes and development of system mapping.
  • Work with team to develop workforce strategies and translate strategies into operational workforce plans.
  • Communicate with all levels of an organization to present approaches/solutions and prepare engaging and dynamic briefings for senior executives.
  • Demonstrate clear writing, confident presentation, and effective facilitation skills to track and present workforce data, concepts, and arguments clearly and succinctly.
  • Compile accurate and detailed notes for client meetings.
  • Support the development and continuous improvement of Guidehouse workforce transformation methodologies and tools.
  • Assist with business development activities, such as proposals, capture, account teams, whitepapers, conferences, and/or other thought leadership materials.
  • Meet or exceed targeted billing hours (utilization).

Qualifications:

  • A bachelor’s degree from an accredited institution.
  • 0-1 year supporting federal consulting efforts..
  • Understanding and experience with HR processes (Recruiting, Hiring, Security, Onboarding, etc).
  • Process and system mapping skills using Visio and other process mapping tools.
  • Excellent interpersonal and communication skills, with the ability to build and maintain relationships with diverse stakeholders.
  • Strong analytical and problem-solving abilities, with a keen attention to detail.
  • Ability to navigate complex business environments and manage multiple stakeholders and priorities.
  • Ability to work independently and collaboratively in a team environment.
  • U.S. citizenship and the ability to obtain and maintain a federal Public Trust clearance.

Pay Range: USD $85,000.00 - USD $97,000.00 /Yr.
