Job Summary

We are looking for a talented and motivated individual with a background in transportation planning, outreach, or marketing to act in a consulting role as the Program Manager/Executive Director of two well-established Transportation Management Organizations (TMOs) in Burbank and Glendale.

In this role, you will lead these non-profit organizations that actively promote sustainable, shared and active transportation options in the region. This hybrid role will include working from the local TMO offices in Burbank and Glendale, as well as Steer’s DTLA office.

BTMO was formed in 1991, helping locals reduce their dependency on single-occupancy vehicle travel and promote the use of public transit, carpooling, vanpooling, walking, telecommuting, biking, and scooting to work. The TMO hosts events, activities and provides resources to employers, employees and residents.

Go Glendale is the oldest operating TMO in Southern California, having made it’s start in 1989. Go Glendale provides expertise and advocacy as a strategic partner with the public and private sectors, government agencies and community to reduce traffic congestion and improve air quality, accessibility and mobility in Glendale.

These TMOs need an enthusiastic, professional, and confident leader. The Steer team will provide training, strategic support, and professional development opportunities, as well as exposure to peer programs and international best practices in transportation demand management (TDM) and travel behavior change.

The Program Manager will be responsible for leading and delivering TMO activities, working with the Boards of Directors to deliver relevant localized programming, and overseeing support from interns.

Requirements

Main Responsibilities
  • Implement the mission/purpose of the TMOs through the day-to-day operations of the organizations.
  • Assist Board of Directors to formulate TMO policies, procedures, and programs.
  • Represent and promote the TMOs and their programs in their local communities.
  • Prepare annual workplans, budgets, financial plans, and progress reports.
  • Support supervision, training, and performance of TMO staff.

Other Duties and Responsibilities

Transportation Programs and Services
  • Assist individual TMO member organizations with development and implementation of relevant transportation services and programs, including parking management, transit, bicycling, carpooling, vanpooling, and hybrid working/teleworking.
  • Identify potential grant programs from Federal, State and regional agencies, including local partnerships that support the TMOs’ mission.
Marketing/Membership
  • Implement TMO marketing plan and develop annual updates.
  • Network with local employers, agencies, and institutions to raise awareness of the TMO.
  • Use motivational and engagement strategies to entice potential TMO members to participate in TMO programs and to encourage employees to try sustainable travel options.
  • Conduct presentations to potential members, public agency representatives, employee transportation coordinators, and employees.
  • Plan and conduct commuter information events (e.g. transportation fairs, meet-your-match gatherings, awareness days, bicycle week, etc.).
Advocacy
  • Assess transportation service needs of local businesses and commuters.
  • Participate in local and regional transportation planning organizations and committees. Coordinate with regional and local officials on transportation issues.
  • Act as liaison between the public and private sectors.
Compliance
  • Support large employers with their obligations for reducing Average Vehicle Ridership (AVR) and Vehicle Miles Traveled (VMT) under the South Coast Air Quality Management District’s Rule 2202.
  • Support Burbank employers in Downtown and the Media District comply with the City’s TDM ordinance
Operation
  • Manage day-to-day operation of the TMOs.
  • Implement and maintain a system for tracking and monitoring progress, including reports to TMO Board and stakeholder agencies.
  • Prepare TMO financial documents and monitor financial activities and programs.
  • Organize TMO board meetings, strategic planning meetings, and special meetings.
  • Maintain membership database.
  • Gather data to support positive impacts of TMO programming and the benefits of TMO membership.

Work Environment

All Steer employees in this full-time role are required to spend 60% of their time in office (3 days per week). An employee’s typical work week consists of 40 hours.

Requirements
  • 5-10 years’ experience in transportation planning, urban planning, marketing, outreach/engagement, public relations, or other relevant field
  • Skills and experience in transportation planning concepts, the benefits of multi-modal transportation choices, sales/marketing, customer service, and/or approaches for engaging business managers and employees.
  • Excellent written and oral communication skills and be proficient with Microsoft Office
  • Experience with QuickBooks is an asset
  • This position may require the use of a personal vehicle for outreach, meetings, and events where other alternatives are not available.

For positions in the USA, we offer a competitive package of benefits including private medical, dental, and vision insurance, commuter benefits, a group Share Incentive Plan, a 3% 401k contribution and a discretionary yearly bonus based on annual compensation (dependent upon individual and company performance).

Additionally, we offer the full-time equivalent of up to 44 paid days off - 20 vacation days, 12 public holidays, 10 sick days, and 2 volunteering days – as well as a bi-annual performance review process.
