Responsibilities:
Empower AI: Serves as the Project Manager for a large, complex project. Responsible for the planning, initiating, and management of multiple Information Technology projects. Leads and guides the work of a planning staff. Serves as liaison between programmatic and technical aspects of projects and initiatives.Plans project stages and phases and assesses the business, mission, and technical implications of each. Monitors progress to assure deadlines, standards, and contract requirements.
Highlights of Responsibilities:
- Oversees the efforts of planning staff in managing the lifecycle of assigned projects
- Analyzes user needs to determine functional and cross-functional requirements
- Gathers and organizes technical information about an organization’s mission goals and needs
- Performs requirements gathering and analysis of those requirements
- Performs functional analysis to identify required tasks and their interrelationships
- Performs functional allocation and identifies resources required for each task
- Performs risk analysis that also include risk assessment
- Assists government Program Managers who are managing specific programs at the Delivery Order or Technical Task order (TTO) level
- Assists the Government Program Managers with the management, administrative and technical oversight of the specific program portfolio
- Responsible for the day-to-day tactical duties for a moderate to highly complex technical program
- Responsible for the administrative/operational leadership of a project within the program guidelines set by the Program Manager and customer
- Provides the coordination between resource managers/supervisors and ensures all necessary reviews and approvals are received
Qualifications:
Minimum Requirements:
- TS/SCI clearance or eligibility
- Bachelor’s degree
- 10 years of IT management or engineering leadership experience
- Experience working in the defense industry
- Management expertise with experience leading enterprise technical teams.
- Intermediate knowledge of program and project management concepts, processes, and techniques consistent with the Project Management Book of Knowledge (PMBOK) and industry best practice.
- Expertise in decomposing project requirements to generate a work breakdown structure.
- Expertise in risk management analysis and procedures.
- Communication expertise with experience delivering written and oral presentations to military and Government personnel.
- Knowledge in Microsoft Office tools, including Word, Excel, Teams, Project, and PowerPoint.
- DoD Cyber Workforce Framework (DCWF) Systems Developer qualified (DCWF 632)
- FITSP-D or GCSA or GISF, SSCP or higher certified;
- Information Technology Information Library (ITIL) Foundation certification
Preferred Qualifications:
- Master’s degree
- ITIL Intermediate, Practice Manager, Managing Professional, or Strategic Leader certification
- Project Management Institute (PMI) Project Management Professional (PMP) or Program Management Professional (PgMP) certified
- Experience supporting Army Information Technology programs

- Ambulate between several buildings
- Stoop, kneel, crouch, or crawl as required
- Travel by land or air transportation 10% or less
