Position Overview:

Full Spectrum Operations LLC (FSO) is a SDVOSB JV between American Communication Solutions LLC, an SBA VetCert verified SDVOSB, and By Light Professional IT Services LLC (By Light). FSO is looking for personnel to support the Network Enterprise Center Picatinny Arsenal New Jersey (NEC PANJ) with classified and unclassified communication systems support.

Personnel will provide Site Management, Infrastructure Operation and Maintenance (O&M) – Unified Communications, Inside Plant (ISP), Customer Service Telephone, and Outside Plant (Cable) (OSP); Information Technology (IT) Systems Support - Network Maintenance, Help Desk Assistance, Voice over Internet Protocol/Voice over Secure Internet Protocol (VoIP/VoSIP), Network Engineering, and Cybersecurity; Telecommunication Support; Radio Systems Operation; Tower and Antenna Support; and Configuration Management.

Work is on site and core duty hours are 0700 – 1700, Monday through Friday, excluding Federal holidays. All personnel will work an 8-hour workday.

Responsibilities:

  • Apply technical standards and security policy, DISA STIGs or security controls for all IT systems to include identifying and remediating security vulnerabilities.
  • Monitor and maintain Cybersecurity controls and ensure Operational Security requirements are according to the performance standards established in the AITP (Latest version) for all assigned servers.
  • Maintain all aspects of the Network Attached Storage (NAS) and the Storage Area Network (SAN).
  • Maintain control and access of data storage, space allocation, and device usage for authorized users.
  • Analyze file organization and database structure, acting as required to eliminate deficiencies; set alarms and report unauthorized access attempts/intrusions, correct weaknesses/vulnerabilities, and document permission violations at local, group, or global level.
  • Perform backups for standard databases for common-user services.
  • Manage virtual filers including Virtual File Manager system.
  • Manage compliant encryption standard.
  • Identify and replace failed hardware with government furnished replacements; ensure all NAS systems are operating on latest versions of software and have required patches.
  • Create and manage Group Policy Objects.
  • Assist with development of an updated Architectural Design Document describing service level offerings and planned enhancements.
  • Draft and maintain SOP documents for the functional category.
  • Maintain Storage Area Network, Network Attached Storage (e.g., home directories, workgroup shares) for mission-specific requirements.
  • Monitor hardware storage space supporting baseline ICAN services.
  • Perform and support backups for each provisioned volume, application data, and transaction log, to recover data stored locally.
  • Perform data replication at a remote location to enable real-time recovery of data and application. Replication supports scheduled data replication consistent with RMF requirements of the system.
  • Provide local Storage Service touch labor (troubleshooting, repairing, etc.).
  • Provide local Storage Service touch labor for Cyber Center assets located within the NEC controlled facility.
  • Resolve requests through remote administration actions (troubleshooting, repairing) that do not require touch labor for Common User storage systems.
  • Maintain SIPRNET file storage (home directories, workgroup shares). Create common shared folders on a storage drive to enable a group of employees to share and work on the same files.
  • Provide local common user Application storage for specific system or application operating requirements within the ICAN.
  • Support after duty hour emergency maintenance requirements that include the restoral and/or other actions that cannot wait until normal duty hours.
  • Perform other duties as required.

Required Experience/Qualifications:

  • Education: An associate’s degree in information technology, Cybersecurity, Data Science, Information Systems, or Computer Science, from an ABET accredited or CAE designated institution.
  • Thorough knowledge of NAS equipment, software, and configuration; proficient with Network Management protocols/services.
  • Experience with server administration (e.g., MS Server 2012R2 or later, WINS/DNS/DHCP servers, Print
  • servers, etc.).
  • Excellent customer service skills.
  • Ability to work within the confines of a set time schedule.
  • Knowledge and experience communicating storage system concepts to technical and non-technical personnel.
  • Ability to develop technical documents and produce system design documentation.
  • Foundational Personnel Certification: Possess an Intermediate certification identified for the DoD Cyber Workforce Framework (DCWF) workforce role Systems Administrator – Work Role ID: 451. CompTIA Cloud plus (Cloud+), or FITSP-Operator-NG (FITSP-O), or GIAC Foundational Cybersecurity Technologies (GFACT), or Global Industrial Cyber Security Professional Certification (GICSP), or GIAC Security Essentials Certification (GSEC), or Systems Security Certified Practitioner (SSCP).
  • Foundational Qualification (Experience) - Possess an Intermediate Proficiency level with 70% of the Knowledge, Skills, and Abilities (KSAs) associated with the DoD Cyber Workforce Framework (DCWF) workforce role Systems Administrator – Work Role ID: 451.
  • Residential Qualification (Certifications) – Security+, MS Server, MS Azure Associate.
  • Residential Qualification (On-the-Job) – Information Technology Infrastructure Library (ITIL) processes and procedures; Information Technology Service Management (ITSM); Army IT Metrics program; and the Army AITP Service catalog.

Preferred Experience/Qualifications:

  • Supported the U.S. Army or other DoD Agency.
  • Has the communication skills to effectively interface with senior military officials, managers, and subordinates.

Special Requirements/Security Clearance:

  • Security Clearance: Secret.
