The Budget Analyst is responsible for developing, analyzing, and monitoring the financial performance of the agency. This role ensures financial resources are allocated efficiently and supports data-driven decision-making to enhance transit services.

This includes analyzing and reporting on individual departmental budgets and expenditure trends, as well as forecasting future revenues and expenditures.

Responsibilities:

  • Conduct in-depth analyses and provide recommendations to optimize resource allocation and cost efficiency
  • Track and report on budget variances, identifying potential financial risks and opportunities
  • Assist in the development, preparation, and monitoring of the agency’s annual budgets
  • Provide data and analysis for internal and external stakeholders, supporting decision-making related to budget management, forecasting and financial analysis
  • Review budgetary and operational adjustments throughout the year and assesses fiscal and service impacts
  • Support the development of multi-year financial plans and projections
  • Recommend process improvements and assist in the implementation of new tools, financial policies or workflows to enhance efficiency.
  • Assess and optimize service delivery methods and procedures for maximum efficiency and effectiveness
  • Participate in agency-wide decision making through collaboration with the Executive Leadership Team (ELT) and the Key Performance Indicator (KPI) Team
  • Participate in professional development activities to stay informed about trends in analytics and transit services
  • Other duties as assigned

Attributes and Skillset:

  • Strong analytical skills with the ability to validate data and identify discrepancies and provide actionable insights
  • Experience in financial analysis, budgeting, forecasting, and cost management
  • Ability to communicate complex data insights clearly to non-technical stakeholders and excellent written and oral communication skills
  • Strong problem-solving skills with the ability to recommend and implement process improvements
  • Strong organizational skills and the ability to manage multiple projects simultaneously
  • Excellent written and oral communication skills, interpersonal skills, tact and diplomacy
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, and Outlook) and navigating in web-based environments

Education and/or Experience:

A Bachelor’s Degree in Business, Accounting, Economics, Finance, Mathematics, Statistics or related field is required. Three years of professional experience in economics, statistical or data analysis or related field is required. Must possess a valid CA Class C license and an excellent driving record.

Salary Range: $84,849-$117,144 per year (Depending on Experience)

Compensation packages are determined based on a variety of factors specific to each candidate, including geographic location, skillset, the mix of relevant education, certifications, experience level, and performance. At Long Beach Transit, compensation decisions are made considering the unique requirements and circumstances of each position.
