Helping Oppressed People Excel (H.O.P.E.) Baltimore is a community-based organization led by individuals who have personally navigated the challenges of reentry. We empower returning citizens by providing mentorship, resources, and support to foster successful and permanent reintegration.The core of the program is a weekly drop-in meeting of returning citizens where challenges and opportunities are discussed; meetings become the springboard to some amount of case management and continued support for attendees.
H.O.P.E. Baltimore is a fiscally sponsored project, meaning our fiscal sponsor manages finances, HR, and compliance. As the legal entity, the fiscal sponsor is also the official employer of H.O.P.E. Baltimore’s staff.
Position Overview
The Program Manager will play a key role in strengthening and expanding H.O.P.E. Baltimore’s programming. This position is responsible for providing structure to existing programs, developing and executing strategies for program growth, and overseeing program leaders.The ideal candidate is a strong leader with experience in program development, supervision, and case management.
$30/hour, up to 20 hours per week - two weeks of unpaid leave for use at the end of the calendar year. Goal to make this into a full time role by 2026.

Requirements
Program Development & Execution- Evaluate current program structure and provide recommendations for growth.
- Oversee the implementation of program expansion strategies.
- Develop and execute new initiatives to enhance H.O.P.E.’s impact (e.g., Circle of Security Parenting workshops).
- Ensure all programs align with H.O.P.E.’s strategy, mission, and meet the needs of returning citizens.
- Establish systems for data collection and feedback in collaboration with the Fundraising & Operations Manager.
- Track and assess program effectiveness through data collection and feedback.
- As needed, attend events in the community with the Founder and the Fundraising & Operations Manager.
- Provide oversight and guidance to H.O.P.E. Program Leaders.
- Offer professional development and mentorship for program leaders.
- Ensure program leaders have the necessary tools and resources for success.
- Foster collaboration among program leaders to improve service delivery.
- Attend all Tuesday night meetings to engage with members and provide support.
- Offer one-on-one support to H.O.P.E. members as needed, with program leaders serving as the first point of contact.
- Track member progress and provide interventions when necessary.
- Assist in the development and management of a member tracking database.
- Monitor individual members’ goals and provide continued follow-up and support.
- 3-5 years of professional experience in program management, case management, or related fields.
- Strong leadership and supervisory skills, with experience managing staff or program teams.
- Strategic thinking, problem-solving, and decision-making abilities.
- Ability to work independently while effectively collaborating with a team.
- Highly organized, with the ability to manage multiple projects in a fast-paced environment.
- Excellent written, verbal, and presentation skills; ability to translate data into clear messaging for various audiences.
- Experience with data collection, tracking systems, and program evaluation.
- Understanding of trauma-informed care and how it impacts returning citizens and marginalized communities.
- Commitment to H.O.P.E.’s mission and a passion for grassroots work.
- Experience in grant or project management and implementation.
- Background in strategic planning and organizational leadership.
- Experience developing and implementing systems to improve organizational efficiency.
- Skilled in staff training, coaching, and development.
Benefits
