Background /General Description:
The Development Finance Vice-Presidency (DFi) manages and monitors policies, procedures, and resources for the World Bank's development financing vehicles. DFi sets the policy framework for the World Bank Group's development finance by engaging in strategic resource mobilization, playing an intermediation role to help align the needs of recipients, WBG institutional priorities, and priorities of funding partners through various funding instruments.These include the International Development Association (IDA), the World Bank's fund for the poorest, the International Bank for Reconstruction and Development (IBRD), Trust Funds (TFs), and Financial Intermediary Funds (FIFs).
Given the nature and variety of this portfolio, DFi works closely with the President's office, Executive Directors, WBG senior management, corporate and operations units across the WBG, funding partners, and government officials. As such, DFi is structured to provide the institution with a more holistic approach to financing, financial policy, and strategic fundraising across IDA, IBRD, TFs, FIFs, and partnerships.
Within DFi, Development Finance Trust Funds and Partner Relations (DFTPR) Department is at the forefront of the Bank's engagement in Trust Funds, FIFs and Partnerships. The Department is responsible for administering the Bank's US$58.4 billion (July 2024) portfolio of Trust Funds and 27 FIFs.In addition, the Department is closely involved in designing and establishing new, multi-donor partnership initiatives underpinned by Trust Funds and FIFs, and setting the policy and procedural framework for Trust Funds, FIFs and Partnerships in a manner that complement IDA and IBRD.
Located within the DFTPR Department, the Financial Intermediary Funds and Digital Solutions and Analytics (FIFDA) is responsible for (1) providing policy advice, management of donor relations, portfolio monitoring, and financial and investment management for the FIFs; and (2) leading the digital deliverables to support External Funds, and production of TF Annual Report, and value-added analytics for FIFs, TFs, co-financing and aid architecture.
FIFDA seeks a proactive and highly motivated Senior Financial Officer (Level GG) who will be responsible for financial trusteeship and risk management of FIFs as well as implementing other FIFDA responsibilities.
Duties and Accountabilities:
DFTPR is seeking an exceptional Senior Financial Officer (SFO), who will be part of a team of professionals of the Financial Intermediary Funds, Digital Solutions and Analytics (FIFDA). The SFO will report to the Manager of FIFDA and will be supervised and guided by the Cluster Lead for Policy and Client Services.
- Team lead and manage existing and/or new initiatives as they are designed, negotiated, implemented and managed by DFTPR, with responsibility for financial arrangements, management and transactions, reporting, controls, secretariat and governing entity support, and coordinating with donors, across Bank VPUs and with other stakeholders;
- Represent the World Bank as Trustee at FIF governing body meetings, events, and in day-to-day operations, negotiations, and other activities with Secretariats, governing bodies, contributors, recipients and other stakeholders;
- Develop strong relationships with donors, partner agencies and secretariats with respect to new initiatives and funds;
- Write clear and convincing analytical papers and briefing notes for the Bank's Executive Directors and governing bodies of FIFs;
- Prepare oral and written briefings and communications to Senior Management;
- Provide strategic, programmatic, finance, fiduciary and operational guidance on the management of financial intermediary funds;
- Research and analyze complex financial transactions, including through financial modeling and projections, as well as associated economic and other issues.
- Identify financial risks associated with donor initiatives, such as foreign exchange, interest rate, credit and liquidity risks, and develop strategies for their mitigation;
- Review financial reports for selected FIFs and interact with internal and external auditors as required.
- Support cross-unit initiatives and bank-wide initiatives including participating in discussions pertaining to FIFDA's financial operations and risk management as well as improving business processes and strengthen risk management for delivering FIFDA's mandate.
- Relevant advanced degree (such as in finance, economics, business, law) with eight or more years relevant experience.
- Strong conceptual, technical and analytical skills supporting an advanced capacity to understand diverse aspects of legal, financial and economic issues and transactions, and to pull them together into a "big picture" approach.
- Finance experience and the ability to understand financial and structural aspects of complicated initiatives, transactions, and programs. A professional finance qualification will be an asset.
- Excellent written and oral English communication skills; ability to communicate ideas effectively and to write quickly and clearly under pressure.
- A facility for quickly and knowledgeably drafting persuasive, succinct briefing notes, papers and talking points on complicated, quick-moving issues.
- Demonstrated ability to work effectively with donors and other clients, and the capacity to act as a spokesperson/advocate including political judgment and both diplomatic and negotiating skills.
- Proven track record of successful business development, implementation and management of complex programs and/or projects.
- Knowledge of global development issues; knowledge of Bank products, services and policies; knowledge of and experience with FIF/TF management; and/or familiarity with the Bank's financial structure and products would be helpful.
