Job Description

The Department of Technology, Management and Budget supports the business operations of state agencies through a variety of services, including building management and maintenance, information technology, centralized contracting and procurement, budget and financial management, space planning and leasing, construction management, motor vehicle fleet operations, and oversight of the state retirement systems.

As the Senior Executive Assistant (Deputy Director) - SEADD to the Senior Deputy Director, this position will advise and assist the Senior Deputy Director in all areas of responsibility. This critical position serves as the delegate of the CTO for special projects, liaison to other agencies, organizations, vendors, and employees.

The SEADD will also manage performance related metrics and reporting for the CTO, manage CTO staff meetings, and contribute to CTO senior staff meetings, communications, and budget development. In this role, the SEADD, must leverage strong interpersonal skills (written and verbal) to bring together people and technology, build the organizational health of the CTO Office, advance the initiatives of the office of the CTO, and enable the success of the CTO’s leadership team.

KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of the CTO mission. Knowledge of departmental policies, procedures. knowledge of DTMB organization and program functions. Knowledge of current IT services. Knowledge of budget preparation. Ability to maintain a high degree of confidentiality.
Ability to make sensitive presentations at meetings and workshops. Ability to make decisions and take action where precedents may not be established. Ability to review several diverse reference sources and synthesize data to create reports or other forms of correspondence.
Ability to hold staff accountable without the need for direct management responsibility. Ability to recognize a need for escalation and recognition of escalation paths. Ability to follow and interpret complex instructions. Ability to apply instructions and guidelines in the disposition of problems.

Ability to create presentations, charts, graphs, and spreadsheets. Ability to maintain composure during stressful situations. Ability to efficiently handle multiple tasks requiring a high degree of attention to detail.

Required Education and Experience

Education

Possession of a bachelor's degree in any major.

Experience

Two years of professional, P11-level experience or one year of professional 12-level experience as a senior-level worker, a manager, or a staff/program specialist (includes administrative assistant) or equivalent.

Vacation and Sick Leave: Eligible full-time employees receive between 15 and 35 personal days and 13 sick days per year that may be rolled over to the following year if not used. Eligible employees also receive an additional day each year for community service or school functions.

Paid Parental Leave: Eligible employees can take 12 weeks of paid leave immediately after a birth or adoption to allow needed time together at home with a new child.

Paid Holidays: Eligible employees receive 13 or 14 paid holidays each year including New Year’s Eve and Day, Martin Luther King Jr. Day, Presidents’ Day, Memorial Day, Juneteenth, the Fourth of July, Labor Day, Election Day, Veterans Day, Thanksgiving, Thanksgiving Friday, Christmas Eve and Day.

Bonus Programs: Eligible employees with five years of service also receive annual longevity bonuses that grow as seniority increases. Some positions also may qualify for recruitment, retention, and performance bonuses or other special pay premiums.

Military Pay Differential: Employees in the guard or reserves may also qualify for supplemental pay benefits if miliary pay during qualifying duty is less than normal state pay. Prior military service may also allow seniority credits to accelerate eligibility for longevity bonuses and additional personal leave accrual.
