POSITION SUMMARY:

Performs and/or plans, assigns, monitors, reviews and leads the work of others in configuring, maintaining and monitoring network and converged voice hardware and software, including switchers, routers/gateways and firewalls and performing network/voice management functions to facilitate efficient and effective use of system resources.

Responsible for network address assignment, routing protocols and routing table configuration and configuration of authentication and authorization directory services. May maintain certain network servers, file servers, VPN gateways and intrusion detection/prevention systems.

REQUIRED COMPETENCIES:

Advanced In depth understanding of the required competencies with demonstrated skills and abilities to successfully apply them under limited supervision in multiple situations. May possess advanced expertise in a specialized skill area.

Knowledge of:

  • Administration and maintenance of network operating systems and applications
  • Network architecture, design, integration and protocols including TCP/IP/EIGRP/OSPF/STP and bridging.
  • Voice architecture, design, integration and protocols including UDP/RTP/RTCP.
  • Network/Voice performance and monitoring tools.
  • Networked/distributed computing environment concepts.
  • Operating system commands and utilities.

Skill in:

  • Developing, installing or supporting a network / converged voice system, including the hardware and software requirements.
  • Using database management tools.
  • Using the Technology Services change management process.
  • Testing software or hardware related to enhancing, upgrading or new installations.
  • Planning, constructing or altering programs to support performance tracking.

Ability to:

EXAMPLES OF WORK:

  • Plans, assigns, schedules, monitors, reviews and leads the work of others.
  • Provides coaching and mentoring and ensures that training is provided to others to maintain and enhance technical knowledge and skills.
  • Plans and/or installs network components, network operating systems and network software/applications.
  • Provides advice to others in troubleshooting, reporting and repairing problems with network services.
  • Sets up, maintains and upgrades network resources/services.
  • Monitors and optimizes network performance.
  • Remotely accesses, manages and troubleshoots network devices.
  • Performs network analysis to identify performance bottlenecks, bad equipment and/or configuration problems.
  • Resolves escalated problems, responds to new and unusual situations and recommends solutions to systemic problems.
  • Ensures that procedures are documented.
  • Ensures documentation of the existing network system inventory is maintained.
  • Plans for the re-engineering of existing systems, replacing inadequate systems, and expanding existing systems.
  • Writes and/or edits Requests for Proposals (RFPs ) related to technology projects.
  • Manages vendor relationships.
  • Ensures plans and procedures are in place for operating under both normal and emergency conditions.
  • Assists in disaster recovery testing.
  • Participates in ongoing training to continuously upgrade technical knowledge and skills. Performs other job-related work as assigned.

ADDITIONAL REQUIRED COMPETENCIES:

Fiber Optic Transmission Systems/Synchronous Optical Networks (SONET):

Advanced knowledge of:

  • Communication, Transport and Fiber Optic infrastructure.
  • Synchronous Optical Networks (SONET).
  • Digital access and cross-connect system (DACS).
  • Network Meter Reading (NMR),
  • Mutiplexers (MUXs).
  • Ethernet and GigE.
  • T-1 circuits.
  • Water, Wastewater SCADA systems and equipment, including Remote Terminal Units (RTU).
  • First Coast Radio System (FCRS).
  • High speed voice and data transmission.

Advanced skill in:

  • Operating and maintaining Synchronous Optical Networks (SONET) and equipment.
  • Designing, configuring and managing a variety of circuits.
  • Maintaining fiber optic cables and other infrastructure.
  • Inspecting sites to assess proper operation and performance.
  • Monitoring and troubleshooting networks, including testing and mapping circuits.
  • Oversees the operations and maintenance

ADDITIONAL EXAMPLES OF WORK:

Fiber Optic Transmission Systems/Synchronous Optical Networks (SONET):

  • Oversees the operations and maintenance of Synchronous Optical Networks (SONET), protective relays for high voltage transmission, distribution and transformer protection applications, digital access and cross-connect system (DACS) and remote phone service to multiple substations.
  • Designs, installs and maintains communication transport fiber optic infrastructure.
  • Designs and configures data, including Ethernet and GigE, and T-1 circuits through SONET and channel bank equipment.
  • Maintains fiber optic cables as part of the enterprise-wide communication infrastructure.
  • Designs and manages dedicated phone connections for high speed voice and/or data transmission over SONET circuits.
  • Ensures that sites are inspected for proper operation and performance.
  • Oversees network monitoring and troubleshooting for SONET and transport equipment.

PERSONAL CONTACTS: Regular contact with others is required to influence or motivate individuals/teams to achieve common goals, exchange information and comply with established policies and procedures.

OPEN REQUIREMENTS:

  • Bachelor of Science (BS) degree in Computer Science or related discipline and four (4) yrs of professional experience in a network administration role in a large corporate environment (Or) Eight (8) year combination of education, training and experience in installing, supporting, and maintaining network systems in a large corporate environment.
  • Required to help maintain 24 X 7 systems availability.

LICENSING/CERTIFICATION/REGISTRATION:

A valid driver's license is required prior to employment and must be maintained during employment in this classification.
