Senior Program Analyst - Training & Operations Lead
Sigma Defense is seeking a Senior Program Analyst - Training & Operations Lead to provide on-site support to our customer in Norfolk, VA.
The desired candidate has experience at the senior-level to include supervisory experience who will review program-specific data, evaluate program plans and changes, and assist in the preparation of documents with various senior leaders, civilian, and military stakeholders.
The hired candidate must be able to analyze program information, strategize plans, produce quality analytic work in the form of information papers, white papers, briefs, executive correspondence, and effectively present the results in a clear and concise manner when required.They will also utilize time and GFE to accomplish their tasks successfully and promote program efficiencies.
The following capabilities are typical of support tasks:
Equivalent of event planners, trainers, response cell, data collection, and assessment; after action reporting, policy analysts, instructors (i.e., journeyman instructor), courseware, and doctrine developers; scenario developers and event execution support staff.
This is a contingent position that is pending award of contract. This means that the position is subject to the successful awarding of a contract and will be confirmed once the contract is finalized. Requirements- 5 years of experience as a trainer/evaluator.
- 3 years of experience as a Tactical Action Officer (TAO), warfare area coordinator, or equivalent DoD staff warfare area coordinator.
- Experience with military planning processes, Root Cause Analysis, and ORM.
- Minimum of 8 years in the following:
- Subject matter expert for respective task requirements (e.g. Academics, Warfare Area(s), Program or Policy support).
- Navy and/or Defense training operations, policy, doctrine, systems, and staff procedures.
- Managing/ prioritizing large, complex projects involving numerous stakeholders.
- Team and/or project leader.
- Leading working groups and cross functional teams.
- Leveraging best practices and handling multiple tasks and interruptions with minimal impact on productivity/deliverables.
- Engaging Senior Staff at the Flag Officer/Director/Manager level.
- Conducting fleet training analysis/assessment to identify gaps, training needs and solutions.
Education Requirements:
- Bachelor's Degree from an accredited college or university in an unspecified field of study.
- 10 years of experience is required if no degree is held.
Personnel Clearance Level:
- Candidate must possess or have the ability to obtain an active, DoD issued Secret security clearance.
- A clearance will be sponsored for the right candidate.
Essential Job Duties (not all-inclusive):
Support Tasks:
- Provide ATG “Battle Lab” with operational support in tactical mission areas to include fleet synthetic training (FST-U).
- Provide current and accurate recommendations on quality control and quality assessments.
- Provide current and accurate process improvement and modification recommendations as required.
- Provide subject matter expertise for ULT by providing point/information papers and command-level briefs.
- Attend training conferences and fleet working groups.
- Support the implementation of TYCOM training guidance.
- Participate in the surface warfare enterprise (SWE) working group and communicate the interests of ATGL.
- Develop and standardize ULT certification processes across the afloat training organization, to include development of new training initiatives designed to maximize or streamline ULT.
- Develop and standardize notional maintenance and basic phase ATG manpower requirements to support ULT and certification events.
- Coordinate, conduct and standardize classroom training in support of the Training Officer Course (CIN G-7B-0200) in the areas of training and operational readiness information services (TORIS) database to include course scheduling.
- Assist in the scheduling and execution of the Command’s Long Range/Annual Training Plan to include Command-wide training, General Military Training (GMT), holiday/safety training, waterfront seminars, and Command Indoctrination.
- Conduct annual review of the command’s internal and external training instructions.
- Assist in developing and conducting executive-level briefs to stakeholders on the current status of ships within the Basic Phase of training.
- Conduct periodic Mission Area Spot-checks, ensuring unit-level training events are conducted in accordance with the Surface Force Training and Readiness Manual (SFTRM) and ATG User Guides.
- Support training data calls and requests from ATGL, TYCOM, and USFF Echelon II and III commands and maintain historical data for trend/performance analysis.
Salary Range: $80,000 - $100,000 annually.
