Responsibilities and Duties
OCT is looking for a Senior Program Analyst (Maritime Multi-Mission Aircraft) to support the OPNAV N98 Maritime and Carrier branches within OPNAV N98 and will interact with external entities to gather information that is of concern to OPNAV N98 portfolios.This position is contingent on contract award.
Day to day responsibilities include, but not limited to:
- Provide requirements knowledge, administrative support, financial management expertise and other relevant support and analysis during the Planning Programming Budgeting Execution (PPBE) process.
- Conduct detailed review, analysis and evaluation of various plans, studies, trends, reports, legislation, capabilities, planning and policy directives, operational requirements, etc., to assess and determine the impact on Navy missions.
- Assist in the development of core program documentation including Concept of Operations, Joint Capabilities Integration and Development System (JCIDS) Documents, force structure, and Key Performance Parameter (KPP) documentation, Test and Evaluation Master Plans (TEMP), Capabilities Based Assessments (CBA), Initial Capabilities Documents (ICD), and Analysis of Alternatives (AoA).
- Provide analysis during: budget planning; drills; execution; and analysis for Maritime Patrol and Reconnaissance Aircraft (MPRA) sponsor budgets across all OPNAV N980C budget lines during Program Review and Program Objective Memoranda (POM) submissions and throughout the PPBE cycle.
Requirements
Qualifications and Skills:
- Minimum of 15 years of experience with USN Maritime and/or Multi-Mission platform operations, acquisition process, and/or requirements development.
- Strong knowledge and understanding of the PPBE process, demonstrated by having one of the following:
- OPNAV or equivalent PPBE training certificate
- Actual working experience within the PPBE process within the last 2 years
- Actual working experience with Program Objective Memorandum (POM) development, issue generation, or Program Reviews, at Echelon II or higher within the last 2 years
- Knowledge and understanding of the JCIDS process, demonstrated by having one of the following:
- DAU CLR101 and RQM110 JCIDS training certificates
- Actual work experience with the development of JCIDS documentation within the last 2 years
- Knowledge and understanding of the Program Budget Information System (PBIS), demonstrated by having one of the following:
- Financial Management and Budget (FMB), OPNAV or equivalent PBIS training certificate
- Actual work experience with PBIS within the last 2 years
- Work experience with the development of high-level briefs, instructions and policy memos.
- Must be a US Citizen.
- Must posses an active and current DoD Top Secret Clearance (or higher), with SCI eligibility.

Salary Range: $150,000 - 200,000 yearly commensurate with experience, education, etc.
