Position Overview:

Full Spectrum Operations LLC (FSO) is a SDVOSB JV between American Communication Solutions LLC, an SBA VetCert verified SDVOSB, and By Light Professional IT Services LLC (By Light). FSO is looking for personnel to support the Network Enterprise Center Picatinny Arsenal New Jersey (NEC PANJ) with classified and unclassified communication systems support.

Personnel will provide Site Management, Infrastructure Operation and Maintenance (O&M) – Unified Communications, Inside Plant (ISP), Customer Service Telephone, and Outside Plant (Cable) (OSP); Information Technology (IT) Systems Support - Network Maintenance, Help Desk Assistance, Voice over Internet Protocol/Voice over Secure Internet Protocol (VoIP/VoSIP), Network Engineering, and Cybersecurity; Telecommunication Support; Radio Systems Operation; Tower and Antenna Support; and Configuration Management.

Work is on site and core duty hours are 0700 – 1700, Monday through Friday, excluding Federal holidays. All personnel will work an 8-hour workday.

Responsibilities:

  • Provide priority user level of support for hardware, software, desktop, and peripheral support services, including touch labor support for troubleshooting, repair, and resolution of mission-related tasks. Embedded support is located at CECOM Software Engineering Center (SEC) Army Shared Services Center (SSC); Three separate buildings (200 customers).
  • Apply technical standards and security policy, DISA STIGs or security controls for all IT systems to include identifying and remediating security vulnerabilities.
  • Monitor and maintain Cybersecurity controls and ensure Operational Security requirements are in accordance with the performance standards established in the AITP for all assigned servers.
  • Administer and maintain the Microsoft EndPoint Configuration Manager (MECM) to include, console, software/hardware inventory, software distribution, and operator consoles IAW enterprise policy and guidance.
  • Distribute software packages and create task sequences to update and patch enterprise and user systems.
  • Serve as member of the enterprise teams to build packages.
  • Create batch files, and scripts to update and patch user systems.
  • Patch desktops, servers, and network devices IAW AITP most current version and 7th Signal Command IAVA mitigation standards.
  • Generate Structure Query Language (SQL) queries to extract data from the MECM inventory database.
  • Ensure optimal functioning of the Windows based enterprise and standard edition operating systems.
  • Develop utility software to ensure compatibility between operating systems, domains, file access methods, installed programs, and retrieval of data.
  • Transfer managed data to new systems with minimal loss of productivity and information
  • Recognize problems within, between active directory forests/domains and resolve operational, equipment and/or software issues; establish, and maintain Active Directory user accounts to include setting required parameters per established guidelines.
  • Provide Directory Service to the Defense Research & Engineering Network IAW TECHON 9.
  • Draft and maintain SOP documents for the functional category.
  • Operate and maintain classified and unclassified Installation Organizational Unit (OU).
  • Create utilities and scripts to synchronize directory services. Ensure information integrity.
  • Provide local Directory Services touch labor for Cyber Center assets within the NEC controlled facility.
  • Provide system administration and operating system support for local common user application servers and server farms/banks.
  • Provide and install hardware, operating system, and software for file, print, and common user applications servers, and server farms/banks.
  • Install, test, and verify operating system service packs, application updates, and patches on all common user servers.
  • Perform system backups for each local common user application server.
  • Monitor system logs, security logs, and application logs for each file, print, and common user applications server.
  • Perform release management to include commercial software, standard software, and site license management, for new system releases for NEC managed local common user application servers.
  • Provide legacy 911/E911 Emergency Service Server Support. This support consists of operating and
  • maintaining data center environment for backend computing resources, which consists of TMS or TMS like server (for servers that are NEC-managed).
  • Manage and publish telephone directories by posting on the installation Portal.
  • Provide unclassified server administration local touch labor (troubleshooting, repairing, etc.) for Enterprise assets managed by the Cyber Center.
  • Operate and maintain common user application servers and server farms/banks.
  • Provide system administration and operating system support for file, print, and common user application
  • servers, server farms/banks. Includes hardware monitoring.
  • Provide and install hardware, operating system, and software for file, print, and common user applications servers, and server farms/banks. ‘
  • Install, test, and verify operating system service packs, application updates, and patches on all common user servers.
  • Perform system backups for each file, print, and common user applications server. Workload is to Perform
  • full systems backups weekly and incremental backups daily.
  • Monitor system logs, security logs, and application logs for each file, print, and common user applications server.
  • Perform release management to include commercial software, standard software, and site license management, for new system releases for NEC managed systems.
  • Provide classified server administration local touch labor (troubleshooting, repairing, etc.) for Enterprise assets managed by the Cyber Center.
  • Operate and maintain file, print, and common user application servers and server farms/banks. Support after duty hour emergency maintenance requirements that include the restoral and/or other actions that cannot wait until normal duty hours.
  • Perform other duties as required.

Required Experience/Qualifications:

  • Education: An associate’s degree in information technology, Cybersecurity, Data Science, Information Systems, or Computer Science, from an ABET accredited or CAE designated institution.
  • Thorough knowledge of MECM and SCOM product suite, Microsoft SQL Server, and Windows Server 2019 or later Enterprise and Standard Editions.
  • A solid understanding of server administration (e.g., MS Windows Server 2019 and later, Windows SUP/DNS/DHCP servers, Print servers, Web Servers, etc.) and Network Management protocols/services (e.g., TCP/IP, DHCP, UDP, NAT, etc.).
  • Excellent customer service skills.
  • Knowledge and experience communicating Enterprise Systems concepts to technical and non-technical personnel; ability to develop technical documents and produce system design documentation.
  • Ability to work within the confines of a set time schedule.
  • Foundational Personnel Certification: Possess an Intermediate certification identified for the DoD Cyber Workforce Framework (DCWF) workforce role Systems Administrator – Work Role ID: 451. CompTIA Cloud plus (Cloud+), or FITSP-Operator-NG (FITSP-O), or GIAC Foundational Cybersecurity Technologies (GFACT), or Global Industrial Cyber Security Professional Certification (GICSP), or GIAC Security Essentials Certification (GSEC), or Systems Security Certified Practitioner (SSCP).
  • Foundational Qualification (Experience) - Possess an Intermediate Proficiency level with 70% of the Knowledge, Skills, and Abilities (KSAs) associated with the DoD Cyber Workforce Framework (DCWF) workforce role Systems Administrator – Work Role ID: 451.
  • Residential Qualification (Certifications) – Security+, MS Server, MS Azure Associate.
  • Residential Qualification (On-the-Job) – Information Technology Infrastructure Library (ITIL) processes and procedures; Information Technology Service Management (ITSM); Army IT Metrics program; and the Army AITP Service catalog.

Preferred Experience/Qualifications:

  • Supported the U.S. Army or other DoD Agency.
  • Has the communication skills to effectively interface with senior military officials, managers, and subordinates.

Special Requirements/Security Clearance:
