Job Description

The Orange County Fiscal & Operational Support Division is looking for a qualified candidate to assist with the processing of procurement documents and the payment of invoices to support the Capital Projects Division. Our division provides fiscal oversight and management of the Administrative Service Department’s budget, as well as operational support for all of the divisions within the department.
We seek a candidate who is a team player with excellent organizational skills and accounts payable experience.
General Functions

Responsible for the financial operations of a department or division. Duties include formulating budgets, establishing and maintaining billing systems, approving disbursements of funds, financial analysis, preparing fiscal reports, and assisting with processing of procurement documents and payment of invoices.

Representative Duties/Assignments

Duties may vary based on area of assignment. The following are representative duties, it is not the intent to capture all duties performed by this classification.
  • Develops accounting systems and procedures necessary to carry out the fiscal activities of a department or division.
  • Participates in the preparation of fiscal statements and financial reports.
  • Receives, tracks, and processes all construction pay applications and invoices in a timely manner.
  • Receives, tracks and processes all change orders for the division.
  • Reviews, approves, and processes monthly p-card statements.
  • Interprets financial data and prepares recommendations for administrative and operating management personnel.
  • Coordinate the budget preparation processes for the department or division.
  • Reviews, tracks, and processes all purchase orders and delivery orders for the Administrative Services Department.
  • Maintains reports to track invoices, purchase orders and change orders.
  • Perform other related duties as assigned.

Minimum Qualifications

Bachelor's degree from an accredited institution in Business or Public Administration, Accounting, Finance, or related field and two years of experience in the accounting field, to include budget preparation, maintenance of accounting systems, and supervision.

An equivalent combination of education and experience, which provides the required skills, knowledge and abilities, is acceptable on a year for year basis.

Experience in Microsoft Office such as Excel, Word, Access, and other accounting software.

Preferences
Experience with the Advantage Financial System.
Experience reviewing and processing construction pay applications.

Experience using the e-Builder project management software.

Pay Grade: 015 - From $23.56 to $27.50
