Overview:

To provide operational and technical support for OAAM to successfully effectuate its mission and ensure timely delivery of information and products to DOJ leadership and Congressional and other governmental inquiries. This effort includes performing tasks that support OAAM to fully leverage data as a strategic asset by supporting strong data governance, data analysis standards, and implementing data innovations that drive more value to the agency in its administration and oversight of federal financial assistance programs.

Background:

The Department of Justice (DOJ) has three grant-making components, the Office of Justice Programs (OJP), the Office of Community Oriented Policing Services (COPS), and the Office on Violence Against Women (OVW). Together, they provide federal leadership in developing the nation's capacity to prevent and control crime, improve the criminal and juvenile systems, increase knowledge about crime and related issues, and assist crime victims.

In total, OJP, the COPS Office, and OVW administer more than 16,000 open and active grants representing more than $18 billion, to state and local communities, and tribal governments and organizations. This document describes a services request by OJP’s Office of Audit, Assessment, and Management (OAAM).

OJP consists of six programmatic bureaus and offices: the Bureau of Justice Assistance; the Bureau of Justice Statistics; the National Institute of Justice; the Office of Juvenile Justice and Delinquency Prevention; the Office for Victims of Crime; and the Office of Sex Offender Sentencing, Monitoring, Apprehending, Registering, and Tracking.

Through the programs developed and funded by its bureaus and offices, OJP works to form partnerships among federal, state, and local government officials to advance public safety, prevent gun violence, and increase community trust; accelerate justice system reforms that promote community safety and well-being, equity, and justice for all; transform the juvenile justice system into one that is effective and equitable, treats children as children, and empowers youth to lead healthy, productive lives free from crime and violence; ensure rights, access to services and resources, and equity for all victims of crime; and advance science and innovation to guide policy and practice.

OJP also has several business offices that support its work, one of which is OAAM. OAAM is comprised of four divisions: the Audit and Review Division (ARD), the Enterprise Risk Management and Analysis Division (ERMA), the Grants Management and Policy Division (GMPD), and the Program Assessment Division (PAD).

OAAM works to continuously improve the efficiency and effectiveness of justice programs and operations by ensuring oversight and review of critical federal financial assistance administration.

To accomplish DOJ’s mission, OAAM responsibilities include:
  • Serves as a central source for grants management policy and procedures and serves as the business lead for the OJP JustGrants grants management system.
  • Conducts program assessments of the OJP and COPS grant programs, and program assessments for OVW grant programs via reimbursable agreement.
  • Coordinates OJP’s Enterprise Risk Management and Analysis Program and oversight of OJP’s grants monitoring activities, including managing the Pre- and Post-Award Risk assessment processes.
  • Serves as OJP’s primary point of contact with the DOJ/Office of Inspector General (OIG) and contract auditors, to support and respond to requests and issues pertaining to the annual Financial Statement Audits of OJP, and other financial-related audits of the agency.
  • Provides audit resolution services for DOJ grantees that receive awards from OJP, COPS, and OVW.
  • Reviews and evaluates OJP’s internal controls through the annual A-123 review and various internal audits, and recommends improvements to strengthen controls, as needed; and
  • Manages the DOJ’s High-Risk Grantee Designation Program.

Responsibilities:

  • Assists in the development and implementation of data analyses, data collection systems, and other strategies that optimize statistical efficiency and quality.
  • Manages and improves existing reporting systems and performs complex analyses.
  • Conducts and facilitates (and educates and trains on) analyses, issues identification, risk assessment, and decision-making processes.
  • Responsible for developing and implementing best practices in data collection methodologies and analyses.
  • Provides consulting and analytic services to leadership.
  • Provides technical support and mentoring and training to less-senior analysts.
  • Defines data assets (data models) for collection and population of such data models.
  • Leads strategy-driven research planning, management, implementation, and analysis efforts.
  • Leads collaborative and relationship-building efforts across relevant internal and external stakeholders to support successful evaluation and assessment efforts.

Qualifications:

  • The Data Analyst shall have demonstrated experience collecting, developing, and interpreting key data points to support operational decision-making in the public sector.
  • The individual is expected to have working knowledge of federal grant-making policies, procedures, and administration.
  • Must be detail-oriented and think logically. Possesses excellent problem solving and analytical skills and excellent written, verbal, and listening communication skills. Possesses the ability to keep up with new business and technical concepts. Able to work with minimal supervision. Possesses strong team leadership and risk management ability.
The Data Analyst (Senior) must have a minimum of:
  • Seven (7) years of professional experience planning, conducting, and participating in the facets of performance requirements as described in Section 3 of this PWS and the experiences described above.
AND
  • Master’s degree in Computer Science, Information Technology, or a related discipline.
OR
  • Ten (10) years of professional experience planning, conducting, and participating in the facets of performance requirements as described in Section 3 of this PWS and the experiences described above.
AND
  • Bachelor’s degree in Computer Science, Information Technology, or a related discipline.

Clearance: Public Trust

Education:

  • Master’s degree in Computer Science, Information Technology, or a related discipline.
OR
  • Bachelor’s degree in Computer Science, Information Technology, or a related discipline.
