OCT Consulting, LLC is an SBA-certified, 8(a) small business management and technology consulting firm that provides support to Federal Government clients. We provide consulting services in the areas of Strategy, Process Improvement, Change Management, Program and Project Management, Acquisition/Procurement, and Information Technology.

Responsibilities and Duties

OCT currently has an opening for a Program Analyst to work with our federal client, the U.S. Customs and Border Protection (CBP) Customs and Border Protection Office of Acquisitions (OA). This position reports to the Procurement Directorate Lead as well as the Customer Service Support Project Manager performing Enterprise Services Acquisition Portfolio Management Division Support.

This position is contingent upon contract award.

Day to day responsibilities will include:

  • Assisting the Government program/project manager in the development of new programs and associated documentation or the execution oversight of deployed programs or technical capability integration activities.
  • Assisting the Government with preparing SES and higher headquarters-level briefs, white papers, and memos used as the basis to support executive program recommendations and decisions.
  • Developing and supporting the management of program plans, task trackers and schedules that comply with the program's Performance Work Statement (PWS) and Work Breakdown Structure (WBS). Assist the Government program/project manager in tracking project cost, schedule and technical performance.
  • Working with Customs & Border Protection (CBP) clients to establish and monitor the program’s execution towards milestones, key events, and significant accomplishment criteria.
  • Preparing monthly internal / external financial and program deliverables to include detailed complex MSRs.
  • Assisting the Government with preparing monthly, quarterly and annual financial activities, which includes EACs, Forecasting, and Annual Operating Plan.
  • Assisting the Government with developing, maintaining and analyzing spend plans and ETC's for projects assigned.
  • Assisting the Government with preparing purchase requisitions, monitoring subcontractor costs, and preparing accruals.
  • Assisting the Government by preparing backup documentation to customer invoice submissions.
  • Assisting the Government by interacting with customers and internal stakeholders on matters such as contracts, subcontracts, contract accounting, accounts payable, purchasing organizations and pricing.

Requirements

Requirements:

  • Must be a US Citizen.
  • Ability to obtain and retain a Public Trust clearance; the investigation will involve a credit, fingerprint, and law enforcement agency check
  • Bachelor's Degree in any related field.
  • Federal Acquisition Certification in Project/Program Management (FAC-P/PM), Project Management Professional (PMP), or equivalent.
  • At least 10 years of experience providing expertise similar to the responsibilities listed above.
  • Ability to aid the Government on discussions and analysis variances between forecast and actuals
  • Ability to interface with senior levels of management.
  • Ability to recommend improvements to current and future team operations and processes.
  • Ability to research, gather, and synthesize data.
  • Ability to present conclusions and recommendations to management.
  • Ability to prepare summaries, analyses, reports, charts, graphs, instructions, memoranda, and manuals/reference materials for benchmarking purposes or for inclusion in required and ad hoc reports.
  • Ability to plan / organize work.
  • Have excellent oral and written communication skills.
  • Ability to assist in maintaining the Microsoft SharePoint site.
  • Must be able to perform in a hybrid office environment at the discretion of the client (working on-site as requested while maintaining the equipment necessary/provided for remote work).

Salary Range: $115,000-135,000 commensurate with experience, education, etc.
