The Division of Finance and Administration (DFA) provides services and support to over 50,000 students, faculty, and staff with the mission of advancing UCI's brilliant future and the vision of becoming world-class campus partners. DFA serves the university as planning partners, problem solvers, and solutions providers - striving to make it as easy as possible for people to get the services they need, when they need them.
Facilities Management is responsible for the effective operation of Irvine campus buildings, grounds and utilities; for providing a safe, functionally suitable and aesthetic environment in support of academic, research and public service programs of the University.
Providing comprehensive management of campus facilities requires the employment of approximately 325 personnel ranging in classification from custodians and groundskeepers to more technical skilled crafts such as electricians and plumbers, and professional design staff and engineers.
These services cover more than 150 buildings of approximately 6 million gross square feet, and1,475 acres of grounds. Facilities Management has an annual operating budget exceeding $80 million in expenditures, with operating funds of $30 million and $15 million for reimbursable campus activities.

Project Services a construction department within Facilities Management manages a portfolio of major infrastructure and renovation projects totaling $200M per year.

Responsibilities:

Under the general direction of the Director of Project Services, the Manager of Project Services manages and directs the execution of multiple simultaneous capital construction projects and the associated life-cycle development for projects valued at up to $25M.
In addition to managing their own projects (40% of time), this position supervises and monitors workload of assigned Senior Project Managers, Project Managers, and Associate Project Managers (60% of time). Directs and coordinates the implementation of program, project and related management controls, documentation, reports, records and other established tools and processes with an emphasis on the management and control of program and project scope, cost and schedule.
Exercises discretionary judgment to solve managerial and / or project related problems pertaining to the planning, design and construction phases of projects (i.e. schedules, budgets, change orders and disputes). The position actively fosters favorable relationships with campus Customers and improves Facilities Management reputation at all levels of Campus.
The Manager of Project Services administers budgets for department and campus-wide programs, advising management of status, issues and future planning requirements. The position regularly coordinates with campus departments including; Budget Office, Capital Planning, Campus Planning and Design and Construction Services.
The position informs the Director of Project Services and Associate Vice Chancellor of Facilities Management of the status of project and program schedule and budget. The position ensures compliance with University, code and regulatory procedures.
The incumbent leads process improvement activities involving Project Services and involved departments such as Engineering, Project Accounting, Contracts, Inspection, Trades Coordination Environmental Health and Safety and Maintenance. The person improves coordination, communication and cooperation between Project Services and all other departments.
The position provides technical advice to customers and staff, and develops and evaluates alternate project solutions. The incumbent functions with a high degree of responsiveness to requests for service. The position interacts effectively with staff, Faculty, Students, and others.

The expected pay range for this recruitment is $$104,900- $$151,900 (Annual).

Required:

  • Advanced knowledge of building and construction, design, construction contract administration, Public Contracting Code and policies, and California Building Codes, including advanced understanding of industry practices, or deep expertise in a highly specialized and critical discipline.
  • Advanced project management skills to effectively manage highly complex projects, or highly specialized and critical project component.
  • Leadership and communication skills necessary to supervise professional staff and provide guidance and assistance to subordinates on most complex issues.
  • Advanced knowledge of University, including its infrastructure, rules, regulations, policies and short and long range strategic building plans.
  • Advanced analytical, organizational and problem recognition / avoidance / resolution skills.
  • Advanced written, verbal, and interpersonal communication skills, including highly effective negotiation skills and highly developed political acumen.
  • Advanced ability to manage contractors and maintain compliance to the agreed-upon scope of work and budget.
  • Proficiency in adjusting industry standard estimating procedures and guides to accommodate project-specific decisions.
  • Proficiency in working with people who have levels of design and construction knowledge ranging from detailed to very limited, to assist their understanding of project scope, design decisions, associated costs, project schedule, and codes and standards compliance and achieve a high level of customer satisfaction.
  • Bachelor's degree in Archiecture, Engineering, Constuction Management, or related area and / or equivalent experience / training.
  • License to practice in at least one of the following professions: architecture, engineering, urban design, city planning or landscape architecture.
  • A minimum of 7 years of experience in Architectural, Engineering, of Facilities fields including experience as part of a team planning and organizing to execute renovation projects ranging in value from $50,000 and up.
  • A minimum of 5 years of experience within the University of California system or an equivalent organization with public contract code regulations.

Preferred:

  • Master's degree preferred.
  • Certificate to practice in at least one of the following professions: architecture, engineering, urban design, city planning or landscape architecture.
  • USGBC Leed credentials
  • Project Managment Institute - PMP credentials
