Human Resources Operations Manager

Role:

The Human Resources Operations Manager is responsible for designing, planning, and implementing human resources and payroll programs and policies for the organization, including work in: compensation, benefits, leave management, workers’ compensation, HRIS management and health and safety.

This is a hands-on position responsible for ensuring human resources strategies align with organizational business goals, and has a heavy focus on ensuring compliance with all state and federal laws in the area of payroll and human resources.

Major Duties and Responsibilities:

  • Reviews and audit payrolls, ensuring compliance with company policies, laws and regulations in all jurisdictions.
  • Reviews and ensures proper completion of other payroll related data such as: commission and bonus payments, 401k, insurance, special loan payments and the proper tax withholdings for share-based payment plans.
  • Creates, reviews and interprets company policies and government regulations affecting payroll procedures.
  • Reviews quarterly tax filings and year-end W-2s and ACA reporting (1095 forms) for accuracy and compliance.
  • Performs audits to ensure compliance in all payroll related areas including, but not limited to, tax withholdings, overtime, 401(k) deferrals, loans, LOAs, garnishments and COBRA for various states.
  • Ensures post payroll processing reports are maintained appropriately for compliance purposes.
  • Works alongside the Payroll Analyst on all audits related to payroll including, but not limited to, 401k, workers compensation, etc. and proactively communicates any related issues and resolutions to VP of HR.
  • Will process payroll as a back up to the Payroll Analyst as needed.
  • Administers compensation and benefit plans and changes in partnership with the VP of HR
  • Ensures compliance with all benefit programs, including 401k plan compliance.
  • Reporting: Prepares reports and makes recommendations as necessary.
  • In partnership with the Training Director, reviews compliance with mandatory and non-mandatory training.
  • Ensures compliance with HRIS (ADP) system to ensure accuracy of data and data integrity.
  • Ensures all required state and federal agency reporting is completed in a timely manner.
  • Creates reports for audits and management.
  • Gathers and analyzes trends in employee data.
  • Manages employee leaves of absence and workers compensation cases. Collaborates with outside vendors and management as necessary.
  • Organizes employee performance review process. Guides management in evaluating employee performance accordingly.
  • Maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews, updates and implements policies and practices to maintain compliance.
  • Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources and employment law.
  • Develops and implements HR strategies and initiatives aligned with the overall business strategy.
  • Performs other duties as assigned.

Knowledge and Skills:

Experience:

  • At least 7 years of progressive experience providing human resources leadership, with a strong focus in compliance.
  • At least 5 years of payroll management experience and 5 years of experience with ADP WFN

Education:

  • Bachelor’s degree in Human Resources, Business, or other related field required.
  • Human Resources certification strongly preferred (e.g., PHR, SHRM-CP).
  • Certified Payroll Professional Certification preferred.

Other Skills:

  • Strong knowledge of Federal and California employment laws. Knowledge of employment and interviewing practices, Equal Employment Opportunity, Affirmative Action, LOA and Cobra.
  • Must have working knowledge and proficient use of Microsoft Office applications to include Word, Excel, Power Point, Visio and ADP Workforce NOW.
  • Must work independently and be a self-starter.
  • Effective verbal, written communication and problem resolution skills.
  • Knowledge and experience of Worker's Compensation procedures and state regulations.
  • Must be able to operate all types of office equipment including desktop and laptop computers, copy machine, fax and telephone.
  • Ability to resolve problems.

Salary Minimum: USD $86,498.00/Yr.

Salary Maximum: USD $129,748.00/Yr.
