Compensation: The annual salary range upon entry for the position is $134,580.69 to $228,233.44

Position Description

Under the direction of the Vice Chancellor of Finance and Administration, plan, organize, control, and direct the budget and accounting functions of the district including: administration of all aspects of the district’s budget from planning and development to implementation and enforcement; oversee the duties of the Supervising Fiscal Officer responsible for accounting staff; oversight, along with the Supervising Fiscal Officer staff, of the business officer’s internal and external audit functions; devise procedures, records and reports; prepare various financial reports; train, supervise, and evaluate personnel in the budget and accounting unit; and do related work as required.

Job Duties

DUTIES AND RESPONSIBILITIES The Manager V – Senior Director of Budget and Accounting shall:

  1. Coordinate the development of and administer the district’s annual budget; establish the budget calendar and publish budget process guidelines; participate with the Vice Chancellor of Finance and Administration in the development of preliminary budget goals for the centers and programs; approve proposed budgets from centers and programs and incorporate into the overall budget.
  2. Plan, organize, control, and direct the accounting functions of the district; formulate, maintain, and implement district accounting procedures; approve payments; budget transfers, journal entries, legal reports, and other transactions as appropriate, manage the flow of office activities.
  3. Function as and assume responsibility for the internal and external audit tasks of the district. Serve as liaison with the district’s independent auditors; oversee the annual independent audit; participate in audit committee meetings to determine scope of audits and review results; coordinate the audit calendar; discuss auditor concerns with appropriate administrators and approve management strategies to resolve findings; prepare related reports.
  4. Prepare specialized presentations and analyses for the Board’s and management’s strategic planning and negotiations processes; prepare multi-year financial projections, cash flow, and financial analyses, revenue, expenditure, employee compensation, and historical comparisons, cost/benefit analyses and others.
  5. Supervise and evaluate the performance of assigned staff; interview and select employees and recommend transfers, reassignment, termination and disciplinary actions; plan, coordinate and arrange for appropriate training of subordinates.
  6. Provide technical expertise, information, and assistance to the Vice Chancellor and other executive staff regarding assigned functions.
  7. Direct the preparation and maintenance of a variety of narrative and statistical reports, records, and files related to assigned activities and personnel.
  8. Communicate with other administrators, personnel, and contractors to coordinate activities and programs, resolve issues and conflicts and exchange information.
  9. Operate a computer including personal computer and other office equipment as assigned.
  10. Attend and conduct a variety of meetings as assigned; represent the district at various meetings; participate in conferences and workshops to maintain current knowledge in legislation, technology, standards, and practices related to assigned activities.
  11. Review proposed legislation for fiscal and other impacts on the District.
  12. Prepare periodic financial statements and annual financial reports, including opening and closing of all books of accounts.
  13. Comply with relevant state, county, and district laws, regulations and procedures.
  14. Cooperate with members of the staff regarding budgetary appropriations and preparation of financial reports.
  15. Assist in the preparation of reports relating to fund accounting of federal and state projects and grants.
  16. Supervise the reconciliation of District funds with County Treasurer and bank accounts of auxiliary funds.
  17. Maintain close liaison with IT staff as related to accounting functions and program budget accounting.
  18. Supports an innovative culture of culturally responsive, inclusive and anti-racist practices as it relates to student success with an awareness of student equity gaps.
  19. Participates in ongoing training on diversity, equity, inclusion and anti-racism as it pertains to improving systems of higher education for historically minoritized and disproportionately impacted student groups and employees.
  20. Performs additional administrative duties and services as assigned.
Minimum Qualifications
  1. Demonstrated knowledge, skills, and abilities to work with community college students with disabilities, various sexual orientations, and diverse academic, socioeconomic, cultural, and ethnic backgrounds.
  2. Earned Master’s Degree or higher from an accredited institution in Business Administration, Public Administration, Accounting, or a related area required;
OR
Possession of a Bachelor’s Degree from an accredited institution in Accounting, Business or Finance AND five (5) years progressively responsible professional budget and accounting experience.
  1. Five (5) years required of related full-time responsible experience in business or public administration which preferably includes accounting, budgeting, organizational and technology planning, and related administrative functions.

Desirable Qualifications
  1. Experience with governmental accounting, governmental budgeting and the City’s accounting policies and procedures highly preferred.
  2. Ability to visualize data and communicate quantitative information clearly for internal and external stakeholders, including the general public.
  3. Knowledge of Federal and State Grants.
  4. Knowledge of Banner and City Financial Systems such as Oracle People Soft, FSP , BPMS and Sherpa.
  5. Advanced knowledge of Microsoft Excel pivot tables, filters, formulas, functions, and formatting.
  6. Outstanding verbal and written communication skills.
  7. Experience working with a large diverse workforce of people with different culture, backgrounds, and opinions.
  8. Evidence of successful leadership experience at the university or college level of promoting a culture of inclusivity, equity-mindedness, diversity and anti-racism.
  9. Demonstrated experience with and knowledge of inequities in higher education and a commitment to rectifying policies and processes that restrict access for historically minoritized and disproportionately impacted students.
