Position Overview:

Strategic position within DoT OCIO supporting the Grants Enterprise Management System (GEMS) program. High visibility interaction and analysis across multiple DoT modes, as well as with OCIO.

Responsibilities:

  • Develop and implement strategies for executing sprint cycles, and conduct sprint reviews to identify opportunities for continuous improvement.
  • Facilitate requirements elicitation sessions with stakeholders. Develop and document functional requirements that accurately reflect their business needs.
  • Evaluate and document business processes in cross-functional flowcharts. Identify opportunities for process improvements.
  • Analyze data and develop data visualizations using Excel and Tableau.
  • Develop and execute test cases for User Acceptance Testing (UAT).
  • Research and advise on requirements for High Value Assets (HVAs), Privacy Threshold Assessments (PTAs), and issuing Authorizations to Operate (ATOs).
  • Draft ATO on behalf of the agency’s Designated Approving Authority (DAA).
  • Deliver progress reports to the agency’s IT governance organization.
  • Research and advise on regulations and policies related to grants management.
  • Research and advise on regulations and policies related to procurement integrity and the acquisition lifecycle.
  • Stay abreast of government-wide IT modernization initiatives, such as Integrated Award Environment (IAE) initiative and the Quality Service Management Offices (QSMOs) initiative.
  • Develop weekly status reports for various stakeholder groups.
  • Document meeting minutes and action items.
  • Draft monthly project status reports for delivery to the Contracting Officer’s Representative (COR).

Required Qualifications:

  • Bachelors degree required, Masters preferred
  • 3 years experience in the areas of full life cycle grants management and administration
  • Strong facilitation and leadership skills
  • Knowledge of Grants Management Maturity Model
  • Excellent communication skills, both written and oral
  • Ability to connect with broad range of clients and understand varying client needs
